Claude Desmoulins: Can we do this asynchronously or when are people available to sort this out?

Dnate Mars: I think we can do it asynchronously, we just have to all agree on the
results, correct?

Claude: This is messier than usual. A change from zero borda to one borda affects the results. There seemed to be a pref for zero borda. in the forums.

What shall we do? Zero Borda gives 3-3-1 / 1 borda gives 3-2-2

Justice Soothsayer: I am recusing myself from anything relating to the election.

Cindy Ecksol :My understanding is that the 1-based borda was only used in the Jan
2008 election. Jon recalculated with the 0 borda when he was
challenged and it did not change the results, so the 0 borda result
can be said to have been used to certify every election. On that
basis I would say that we should certify based on the 0 borda and make
a clear statement that this is the standard.

Claude Desmoulins: Now that that's at least somewhat resolved. Let me tell you where we are.

1. A zero count borda system results in a 3-3-1 split. Had we gone with a 1-count Borda it would have been 3-2-2.

2. We have two instances this go around where a faction earned more seats than it had candidates on its list. The precedent from last General Election w/SP is that the faction has the opportunity to fill those seats if it can find members willing to serve. The question we need to decide is how long do the factions have to identify those people.

3. Breakdown is as follows:

CSDF
Justice Soothsayer (LRA)
Arria Perrault
1 seat TBD

Rubaiyat Shatner
2 seats TBD

Does anyone see a reason not to cert those results?

Dnate Mars: I approve of these results. I think the faction should have until the
start of the term, Aug 1st.

Claude Desmoulins: I told Rose we'd announce results at 2pm SLT tomorrow. If need be we can hammer down the deadline later, though I'd like to take care of it now if possible. Let's see what Cindy thinks.

Cindy Ecksol : I am very comfortable certifying on the basis of the zero-based Borda
count. When FR and I challenged Jon's math back in the forums in
January he made it pretty clear that the zero count had been used
historically. The only reason he used the 1 count was because "faction
elimination" was not PC at the time and the 1 count removed any
perception that an "elimination strategy" was possible. And of course
he didn't believe that the result would be different.

Hi Claude,

Attached is an archive with the voting data. The results, this time, fall into that rare place were zero-based and one-based Borda counts yeild a different seat allocation. Following FRC's comments here:
