If a spreadsheet or other Google document is posted to the forum then, in my opinion, that constitutes notification, but the term "changes which affect them" is a very broad statement. Another possibility is 14 April or 21 April! It could be a prelude to the Floralia. I'll be gone 28-29 April, though, for a conference.
