Personally, I don't feel like there should be advertising at the hub (even though the Linden sponsored billboards that are put up are really advertisements for LL), and I haven't personally seen any advertising there.

Sonja, is in my experience an exceedingly fair and honest person and I'm sure she wouldn't dream of putting up advertisements for the Arosa sim project unless there were already advertisements for similar things (which there are not as far as I know). Aliasi was instrumental in "saving" the Anzere hub when it was left to degenerate for a long period of time and several CDS members pitched in and helped with the building from what I heard.

What I was suggesting is that a similar period of "decline" or inactivity has passed and perhaps we should think of a redesign and sprucing it up sort of speak. I would volunteer my building services as I said. I realise however that this is something that might have to be done by committee and discussed for a long period of time first.

Meeting of the Al Qantara Library, Al Andalus, Alhambra
March 9, 2010 at 10 am slt

Present: Lilith Ivory, Andreu Donat and Fern Leissa

Lilith presented two different frames to consider for framing Andreu’s Al-Idrisi map that is to be placed in El Partel Plaza. The group selected Lilith’s second brown and white calligraphy tile frame and Lilith will make adjustments to make sure the frame does not cover the text at the bottom of the image. Lilith will try to have the map and frame ready by the next Library meeting.

Lilith is also considering using the same frame texture on the Library’s Events Board. Fern will check with Rose to see whether she has talked to Satir about the events board and whether or not Rose has a template for the board that Rose wants to give to Lilith to development of a new board.

Andreu is writing the note card that will be added to the map contents.

There was a brief discussion on copyright permissions in terms of copying textures. This is an issue that Lilith also has to deal with in rl, so she was drafted to serve as expert, when any questions come up about material the library creates.

Fern will check with Rose for more details about the storytelling event before Fern posts an announcement to the Alexandrian Library’s newsletter.

Fern announced that she had found a librarian willing to teach a class in bookmaking. The time and day for the class was tentatively set at 3 pm slt on a Wednesday in April. Fern will get back to the Daisyblue Hefferman in order to establish a definite date/ time. The class will be on ThinC books. Once the class time has been set it will be announced through the Al Qantara Library Group and also as a C.D.S. Forum posting. It will be open to anyone.

There was some discussion about finding more residents to contribute links to the library. Andreu suggested that we might have better luck making contacts with people who would be able to contribute, if we first hosted some programs or conferences that would introduce them to the Library. Andreu also suggested that it would be a good idea to first create more books for the library before hosting conferences. Perhaps then we could have a inauguration.

The next Library meeting will be held, March 23, 2010 at two different times; 5:30 am slt and 10 am slt.

The official Linden Infohub at Anzere sim is a CDS project, which means that (until the Lindens change the rules) it is a resource managed by our executive-branch, like our in-world kiosks and the Infohaus on the NFS marktplatz.
Our new chancellor may wish to address this, perhaps through a new CIO, though she will need to be cautious, because she also personally owns and is promoting a different non-CDS land project close to that location. The Linden rules severely limit commercial activity on official infohubs.

Personally I would advise only cautious, slow change at the Anzere hub. Most objects there have some historical significance; some are not replaceable.
During my term, Aliasi Stonebender agreed to do some contact with the Linden Labs people, about use of the Anzere hub, which is a significant historical artifact for us, and for the Lindens as well. I don't know what came of those contacts.
As I recall, Aliasi, Sudane, Rose, Moon, Dianne and I, at least, all have some practical experience with the group and script permissions on the Linden-owned hub land.

Regards JP

The other half of CDS is owned by a single avatar account, which is expected to administer it in trust for the benefit of the estate's citizens, as directed by its government. This was a result of our recent merger, which still is in its one-year revocable period.
Integrating that into a single, sound system, with appropriate safeguards and survivability, will be a major challenge for CDS, during the current (12th) and next (13th) government terms.
Regards JP

It is looking a little old and tired though.

I think when it was last re-done, there were three CDS members who created the Fachwerks and each of the three building types are represented for that purpose. This leaves few prims for anything else though and constructs the space as well.

Since o e of my current projects is making Fachwerks, I would volounteer to remake the hub, but I realise that it would have to approved by a few committees and argued over for a few months first. . (joke)

It would be nice to redesign it with a bit more space for avatars, clearer, more current information and if it's not dissalowed, a CDS vendor with a selection of goods in it.

I have often found reading meeting transcripts to be helpful in understanding the nuances of community issues. On the other hand, summaries seem to make it easier to focus on core issues or items that need action. Still thinking....

On the logo -- The only way I can imagine a problem with free re-use of the CDS flag or logos is if they're used to promote something that is NOT CDS. This is fundamentally a trademark-type issue.
Would we be happy to see CDS flags flying outside lots of people's SL homes, even if they were not CDS citizens? Sure; why not? Would we be happy to see an in-world political rally by a hate-speech group, or a commercial store selling shoes or land, which uses lots of CDS flags as a backdrop, to make it look like CDS endorses or owns their activity? Probably not.

Dianne, to the contrary, we did have one case of that, late in my last term: viewtopic.php?f=14&t=2713

On the presence of ads in the Anzere infohub, that's something to take up with the Executive Branch.
At yesterday's RA meeting I was asked to find the rules on 7 day votes for RA members. Despite searching the RA rules of procedure, the Code of Laws and the CDS Constitution (and enlisting Gwyn's help with searching) I have not been able to find where the rules on this are set out! I think we should amend the RA rules of procedure to make it clear what is permitted so there is no confusion about this.

7 day votes have been a feature of RA meetings for as long as I can recall (certainly since 2005). If an RA member cannot make a meeting they have been able to ask the LRA that they cast their vote on any issues taken to a vote within 7 days of the meeting being held. This is helpful if, for example, there is an important vote on a bill or constitutional amendment scheduled for the meeting but one or more members cannot attend the meeting. Every RA member has the chance to vote and is not disenfranchised because, for example, they have a RL commitment they cannot reschedule.

Perhaps we could work up an amendment to the rules of procedure on these forums and then vote on it at the next formal RA meeting on 21 March?

The Silver Pen Group had its first in world board meeting yesterday and will be moving forward with programming in SL. Several of you have stopped by to introduce yourselves, thank you. Many of the Silver Pen folks are brand new to SL... still figuring out controls, how to move, etc., so any assistance you can give them is appreciated. They are planning many events to be held in SL, but really need a little more experience in SL to be effective. If you know of events that are appropriate for them (they are much more interested in content based events... political and government meetings don't help them much) remember to invite them along! Particularly interesting to them are writing workshops, readings, plays, etc. They also hope to do some university accredited courses, and are interested in speaking to others who've done these or worked with a university that has.

Send info to Arias Ahren, Apollo Manga, JAM Yangtz or you can always send to me, and I'll make sure they get it.

Silver Pen is located in the El Tesoro Libreria in Al Garnata.

(This was a professional conference where attendees registered and paid in advance to attend, otherwise it would have been announced.)

The poster session she presented took place on ALA Info Island, and will be on display until March 20, I believer. I've asked Fern to consider setting up the poster session and perhaps give her presentation to everyone after it is finished there. I was able to attend one of the sessions, and Fern's presentation and professionalism were the best given, and all the presenters were professionals!
Please join me in thanking Fern for her hard work on the Al Qantara library and for continuing to spread the word of the great projects being undertaken in Al Andalus and CDS.

Dianne, i agree completely, in fact most of the really exciting 'stuff' of CDS doesn't happen in the RA meetings. Personal opinion, but hope to expound on some of this.

I'd LOVE to have the history of the SC and Guild, as that information predates me. It seems to me that the SC has sort of lost its way.. and I think it's a very important part of CDS government... (and i dont' mean this as any criticism to the individuals involved now.. i think you are great public servants but this branch of government is just not functioning well.)

And yes Danton, we do need what you are suggesting. Lets talk about it? now that i'm no longer a public servant, i have time

I'd also like for you to talk to Keila Forager who is working really hard to get some proposals to us on web presence that would include this.. but she's having trouble getting input, especially from people with actual authority to make changes. In the meantime, changes are happening on the portal.. without input... so as you can see it is pretty frustrating. Also the new Library and Silver Pen groups are doing some really cool things that you should be involved in.

More on this in a few hours,( rl and weekends. bah!)

Dianne,

The point is well taken. In my blog series called "CDS Chronicles" I at least tried to mention parties and cultural activities. But in the new format called "Fast Forward" I even let those drop, just skimming rapidly through the RA meetings. I'm aware that the RA meetings reflect only a tiny portion of the active life of the community.

Other projects to give a broader presentation of our activities have been talked about. One is the CDS History Project that Brian Livingstone evoked in this thread: viewtopic.php?f=1&t=2422

Another idea would be a community newspaper. I've discussed this with Rose Springvale a few times. It could be set up as a blog with multiple authors, so that any member of the community that wanted could participate, write about recent events, post photos and so on. (An editorial team could be set up to provide some kind of minimal editorial control.) This would offer an additional medium for expression alongside the portal, which is very formal, and the forum, which is mostly for internal discussion.

I have just read these chronicles for the first time and I think it's a great thing to have them available and to not have our history (potentially) lost. I'd really like to congratulate Danton for doing this excellent and thorough job.

However, I do have a quibble about the name. I was expecting a chronicle of the history of the CDS, but what is here is a chronicle of the *legislation* that went through the RA in a given term.

I lived through a lot of this history personally, and I can say that there were many more people involved in the political decisions, as well as many more exciting and interesting things that happened entirely outside of the legislature.

Besides the personal stories, the events, the plays, and the interpersonal grief and excitement, there are also many political things that happened in the Guild (formerly a branch of the government), and in the Scientific Council that are not recorded here. I served on the Scientific Council for quite a while as did several others and there is no mention that we even existed in this chronicle.

I don't want to go too much here, but one of the things I was always fighting against as a CDS member was the perception that the entire community was about whatever arguments that happened to be occurring in the RA at any given moment. We are indeed the "arguing country" (love that term), but we will never be a real community until we embrace the other things that make a community work as well.

The political side of the CDS is so much more than just what happens in the RA, and the life of the CDS to me is tied up in so much more than just the political arguing we do. To paraphrase that old detective story line, "There area million stories in the CDS," some of them involve people who never had any political involvement at all but still contributed greatly to our community.

I don't know about some of the other issues, but the flags and logo were made full-permission so that residents could alter and use them. There isn't any other way they would be useful. My original design only had two stars on it, with the intent was that stars could be added later when more sims were joined (at the time we only had two). This means the permissions not only had to be open, but the original graphics files as well. If we then turn around and create a separate set that's exactly the same but with closed permissions, it would just be too confusing.

I don't believe the logo is that unique or interesting that wholesale theft is going to go on, and the CDS is not so well known that anyone would want to pretend to be us or pose as us in some kind of business situation IMO.

Here is the first paragraph to whet your appetite and a link to the post if you feel like reading on!

Howard Fineman's book "The Thirteen American Arguments" puts forward the view that the United States of America is 'The Arguing Country' - born in, and born to, debate. How much truer is this of the CDS - Second Life's oldest democracy born in, and born to, endless argument! Fineman considers this to be America's greatest strength. I agree, and I think our tendency to argue is one of the CDS's greatest strengths too.
I occasionally go to Anzere as the SL Mentors program has been discontinued and notice quite a few new citizens coming through there. So this post is an observation , suggestion and request.
I'm not sure how many prims we ( CDS ) are allowed so it may be a moot point. I've noticed except for one, the buildings are rather bare. Some of the material handed out is years old, not the best impression for new citizens. Also there is a box of CDS flags, logo and flag textures for sale. They are full perm. That gives anyone in SL the ability to use them in their own builds, for personal or to sell. As for the buildings, why not create more of a welcome area with free stuff for newbies. ( Clothes, skins, LM's, etc) We want to build commerce. So maybe a business kiosk of CDS businesses.
As for my request, I always had thought the info hub was just for CDS, but recently noticed a LM/Info giver for someplace outside of CDS. So I would like to know how I can also put a sign to my winter park *Winter Angel Woods*. Do I need to get rezzing privledges or give a full perm copy to someone??? And if I need to give a copy, who would that be?

The constitution has for a long time provided for the RA to scale up or down with the size of the population.

I like what Pip said: with more direct voting methods, voters will be able to can exercise some choice, and "appoint those who represent them by getting business done more briskly than others."

I'm not sure I agree with Pat that a 7-member body, of which 5 usually attend, is better than a 15-member body, where 11 usually attend. It's certainly easier to run meetings :) But it's more elitist too.

Certainly the RA could not operate the way it does now with 15, 17 or 31 members. But the way it operates now is full of long speeches, social side remarks, long digressions, and other indulgences that work in a small group, but not a big one. In a modern legislature .. like the EU Parliament or US Senate .. members use different rules, use more committees, and bring things to vote more briskly, because it's arithmetically obvious that everyone in a 100-member body can't give a ten minute floor speech on every topic.

So the right questions may be;
(a) Today, do we want the RA to be a scalable national legislature, or a small clan of village aldermen (http://en.wikipedia.org/wiki/Alderman)?
(b) Do we expect to grow significantly, and does that change the answer?

regards JP

Seems we all have ideas about what we want and like there... so rather than just turn over the project to an individual and hope for the best, an opportunity to participate in the discussion and actually plan the work ... much as we do when we open new sims... was chosen as the best route.

If we actually make some of the suggested changes, it is possible that some prims could be freed for other purposes, but our dearth of prims is one of the reasons we all lag so much at Schloss events.

Thanks for the background Rose, business in the CDS is indeed a tangled web.

It seems to me that at least part of the problem is that our communities don't really function as such. Specifically, while the individual communities or cities act as political entities, they don't act well as fiscal entities, or social entities.

The rental carts for instance are a well recognised, useful and quite popular solution in many other SL communities. The obvious solution for the financial problems is that they should be a resource provided by the community (for purposes of maintaining the vibrance of said community), and just a part of the city budget. 100 prims divided into 10 carts would be more than sufficient and in the general scheme of things a worthy "spending" of the sims overall resources considering the possible benefit. The city or sim could take a cut of sales as is customary but not necessarily view it as a profit situation or necessarily making all it's money back.

The other obvious RL solution to some of these problems (and another way in which we do not operate like a RL community or city), is zoning and city planning. If a body, such as the Guild, had planning and zoning control, many of the problems could be worked around without having to send every decision up the chain to the RA. Many of the arguments that occupy us for weeks and months could be much more quickly and practically decided by a group that is empowered to do things like move stores around, and make decisions about prim allocation etc.

We are "about" government it seems, as you point out, but our government is very flat. It seems like even tiny descisions must be sent to the RA. This kind of like the city of Denver having to argue before the US Congress to get permission to pave a road, and then follow it up with a hearing before the Supreme Court because someone in a small town in Deleware disagrees with the funding proposal on a technicality.

These descisions also can take a longer time than the whole lifetime of an SL business or even the "lifetime" of an avatar.

My understanding is that the CDS Is about "Virtual World Democracy." It seems like a large part of that project should be concerned with the adjustments that need to be made in order for Democracy to work in a virtual world. Maybe voting on every single thing by the whole community is one of those things that needs to be changed.

To end with a positive suggestion... Another way to tackle the poor business environment is for the individual communities of the CDS to open a "company store" of sorts. Imagine if one side of the Platz were one large store with vendors for members of the TA or the Guild. Many more businesses could be accomodated, with far fewer prims and in much less space. The city would make money off the sales and to the degree that a vibrant business "zone" is created, the tier of the residential areas could go down. Just like in RL.

Code: Select all

In the current Representative Assembly we have 11 representatives. Previously there have been 12, 5, 7, 9 .... The number depends on how many citizens are registered when the polls open. Personally, I think this is insane And I'd like to propose that we fix the size of the RA at a suitable number. I think it should be 7.

Well personally, I think that any number that depends, however approximately, upon the number of registered citizens has alot going for it. For a start, the representation is not vitiated, as it would certainly be if we had 7 per 150 (or 7 per 500, or 7 per 1500!)

I think the size for the RA should be 7 when the registration is from 1 to 99, but 9 for 100 to 149, 11 for 150 to 199 and so on upwards.

I agree on the rationale behind having odd numbers.

Readers will notice that, in practice, there's not much difference between Pat's figure and mine for our current size of citizenry.

Code: Select all

Why do we have this wacky system? Well, when the founders developed the Constitution they provided that seats on the RA would be an odd number equivalent to 10% of the population (rounded down). They also set the maximum number at 40 representatives. They set an odd number for obvious reasons - so that votes would be less likely to end in a tie. The specified a maximum of 40 because that was the maximum number of avatars you could fit on one sim at a time in those days. I don't know why they set 10% as a proportion.

The problems this causes are that we never know exactly how many reps there will be until the polls open and we know how many citizens are registered.

This may be the case at present. However, this can be put right when (a) we have a definition of "citizen" in place ( b) we have the means of totalling the numbers easily, speedily, and _transparently_ so that (c) we clearly see in good time just how many representatives there will be.

Code: Select all

With more RA members the meetings have to become more 'formal' in order to get business done. Recent meetings have been a roll-call of procedural votes - do people want to change the agenda? It needs a vote. Do people want to cut the discussion short? It needs a vote. This makes meetings slow down so less is accomplished. It also means that fewer citizens get to speak as time has to be prioritised for RA members who want to participate in the meeting. Furthermore, getting more than a few people to agree about anything is a nightmare! This problem expands exponentially the more people are added to the RA.

I disagree. With Single Transferable Voting, voters will learn, after a term or two, just which representatives pare their points to save time, and which representatives drag their feet. The tools Cindy provided last term would be invaluable. And "getting more than a few people to agree about anything"? Well, Parliamentary practice in the UK from 1721 to 2010 will give some pointers there, at least!

My point? Voters will be able to, and will, appoint those who represent them by getting business done more briskly than others.

Code: Select all

It was all a lot easier when the RA was smaller. Sure, we had our problems then too but my recollection is that meetings had less formality and it was easier for citizens to participate to a fuller extent.

I suggest we fix the number of RA members at 7. It's a number big enough to represent different points of view but permit good discussion. It would allow more non-RA members to take part. And it would reduce the number of politicians in the CDS - that has to be a major selling-point!

"Politician" ... hmmm well I hope the word was kindly meant. Not as "I am a concerned citizen, you are a politician, he is ... etc."

Pip Torok

I agree! i'd love to see CDS become more commercial friendly. At one point i ran a whole "department store"... The Emporium Romani in CN, but because we had to get around the no rental issue, we only were allowed to host vendors there that split profits. Even though we had some of the top vendors in SL, the reality was that people tended to click through to the "main stores," and thus we could never even cover tier from vendors, let alone the cost of entertainment or events there.

I wasn't around when the decision was made not to rent shops, but i am aware that some cling to the idea that not renting insures that we don't have "non resident landlords." But as you've correctly observed, what we have instead are non resident land owners. Three reasons for this: 1) Some people just buy land for the citizenship ... this leaves NFS with its very low tier completely vulnerable, and why there are so many empty shops... 2)coupled with the dearth of prims! Even with the one allowed prim lot, only the very clever can have the structure and the contents do much with around 60 prims. Then there is 3) the parcels that have been owned by the same people for a very long time, who have really moved on to other projects but keep a hand in CDS out of sentimentality, interest or friendship. We almost never see these people in world, or at events.

Allowing rental isn't the only answer to this i'm afraid, as we see each time we put up our market stands, and as most recently shown through the To Limani experiment, which we have to conclude was terminated due to financial reasons. The reality is that successful sims have successful commercial areas because they have a) space b) quality goods and c) events (including just observation of beautiful builds) that bring in traffic so that the SL world is aware of the products. Directories wont' help if there is no traffic. There won't be traffic without events, preferably that relate to or support the theme and the traffic produced won't matter if there is no place open for shops to locate. Shops can't locate if all the inexpensive commercial space is taken up by "citizens."

That said, CDS has never been presented as just a sim project... by definition our project is democracy, not community building, not commercial center. (See the recent debates on the sale of land for much of this opinion) The conclusions i draw are that this is what the historical majority of CDS wants.

Ah, that's a shame.

I'm not really sure what the point of starting the Trading Association up again is then. It seems like the barriers to anyone selling themed products for our communities are very, very high indeed!

I know something of the history of the CDS so I understand the reasoning behind some of those decisions and I know how long it takes to make any changes to policy in CDS, but it seems like the net effect of this is that there is:

- (practically speaking) no new commercial space available in Neufreistadt (even for residents)
- no ability for anyone from outside the community to do business here at all.
- (ironically) empty "stores" all over the city.

I'm trying to stay positive, but isn't this almost the worst combination of effects possible for making a successful business? It turns away potential (successful) outside businesses and groups, and severely limits even what residents can do in terms of selling their wares. It also requires a huge initial investment (including citizenship and parcel ownership), to even get started. The empty buildings (some even on the Platz), then make the whole area look like a ghost-town or a bad place to shop.

In any case, I'm still actively interested in being a part of the TA or contributing or whatever and would like to be included in any meetings etc. that go on.

Sylvia,

At the end of the term there were two fachwerk houses available in NFS, both i think on Ursalaweg, near the school. Neither had many prims available, one only 2 aside from the house as i recall, though i think there may be some prim land available. Here is the link to the master parcel list, which shows pricing and tier: http://spreadsheets.google.com/pub?key=pKpEHNlZSbBS95SoA3QNDOg. CDS policy right now is that all land sells at the list price.

There is at least a parcel or two available in each of the original CDS sims i think. The chancellor is in charge of land transfers, so perhaps you can check with Sonja if you find one you like. Generally, if a parcel is owned by Rudeen, it can be purchased.

As for kiosks and carts, NFS is severely limited on prims, so we have in the past only offered those as seasonal benefits for residents, usually limited to 10 prims and offered first come first served through oktoberfest and recently, the Christmas market. By the time we take them down, we've always had complaints about the clutter on the platz. It's all a balancing act.

Another issue is that CDS doesn't officially allow rentals. These are all issues that may make the agenda of the Representative Assembly.

Solomon,
The whole kiosk, event sign, merchant poster, link to website, etc etc, issue has been an ongoing project for several terms now, the most recent iteration the CDS kiosks that Brian Livingston made. Those are designed to take notecards and link to the portal, and some of them are actually set to be modified by the group. I know i was able to put event notes and land lists in, i think, the ones in NFS and CN.

My point is not to discourage this group.. it is great to see some action here, but only to let you know that a lot of people have had very strong opinions on this issue. I'm told all the time that we have to have our history available and that is one of the reasons we have the portal... so maybe a review of the meetings so many of us participated in would help too. I think you can find the transcripts in the new guild threads.

let me know if you want/need help.

Hello,

I am interested in getting in involved in this thingie, but I'm not a citizen (only a "friend" of the CDS), the reason being I can't see anywhere in Nstadt where I can open a shop. (and I'm kind of not ready to quite yet anyway).

Perhaps my observations as a sort of "outside observer" might be relevant. I was thinking of opening a shop in Neufreistadt in the CDS so I've wandered around the city a bit lately looking and as far as I can see there is no land for sale, and no shops or even space on carts for rent. In reality, I'm sure there probably is, but it sure isn't apparent to anyone walking around (at least not me anyway.) This seems like a barrier to business IMO. Most places also seem to have some carts or stalls that are easily rentable, usually in the town square, for folks that have only a few things to sell and not much money. I don't see any of those in Neufreistadt although maybe they are in some of the other CDS sims. This can also be a barrier to business growth in that if one has to own a significant chunk of land before being able to open a store, well ... it's just like turning people away for what seems like no reason at all!

In any event, I'd like to get involved. I'd also maybe like to enter the kiosk contest, but despite the description I'm not sure what the TA is looking for. Could someone maybe point at a similar kiosk somewhere else for comparison? Or maybe post what general size, such a kiosk would be?

I really enjoyed the ball at the Schloss recently. It seems like one of the few times when the CDS really feels like a community.

I don't feel that the Schloss is well designed for having events like this however.

I was wondering if there were any interest in a respectful (slight) re-design of the Schloss towards the goal of making it better for that purpose? I'm not *quite* a citizen (yet), but I'm a pretty good builder and would work for free, and in consultation with anyone who was interested, and of course the community itself. More minor changes than a complete redesign.

What I'm thinking of is something that respects the kitschy, higgldy-piggledy nature of the current construction and somehow preserves Kendra's & Sudane's original work, yet makes more room available for dancing or DJ'ing and maybe considers the actual uses of the structure. Perhaps there could be places to sit, or to talk quietly while others dance. I've always thought the concept of the bathrooms was really fun also, but they are way over on the other side of the construction from the dance floor and don't get used that much.

One idea I had was that perhaps the "throne room" (pretty much useless for events), which sits dead centre of all the rooms that *are* used, could be sent up into the sky as a tribute to Kendra. It seems to create a central bottleneck that keeps people from moving from room to room.

We could leave a plaque down below that was a TP to the new location perhaps. This would totally free up the layout IMO.

PS - I'd also like to volunteer my services (building and texturing mostly I suppose), for any future CDS events.

It also means that, as the CDS has expanded, the size of the RA has expanded. I think this has had a number of negative effects.

What do others think?

Greetings,

It's time, once again, for the annual revitalization of the CDS Chamber of Commerce Festival!

For those that missed yesterday's Town Hall (for any number of reasons that can be peacefully (cough) discussed in more meetings), it was discussed and decided that another wild stab would be taken at the elusive C of C beast. In fact, to simplify and consolidate all the past efforts, we decided to kill off some of the other groups that started and never got off the ground and just pick one to run with. In the interest of ease and convenience and not seeing how the name really mattered, we decided to go with one of the existing groups with a founder that was still known to be in-world and available for any modifications to the group profile stuff, and more convenience. We went with the Traders' Association (TA), founded by Pat. He also just happened to be at the meeting and could invite folks, so that made it easy.
Also, a plot was hatched to create a business directory to highlight all businesses in CDS, and have them in Sim centers across the land. Now, this is no doubt raising ooOodles of questions about usefulness, aesthetic, cost, maintenance, scale, and most importantly, does this really meet the true desires and needs of the community and properly and fairly express the passion and creative genius pumping so fiercely through the veins of all CDS citizens?

i dont know....

But, there are a lot of great businesses in CDS and there have been many that have left for many different reasons. Some feel some steps should be taken to strengthen the commercial side of our fair state and this directory is a simple, relatively harmless first step. Let me emphasize, First Step. We know it is not the final answer or missing link to financial success for all our businesses for all time, but it's low hanging fruit to tide us over till we get dinner ready.

Of course, you are all invited to the table and what's more, you're all invited to propose how to best prepare the fruit however you like. We're giving an open invite to any who would like to submit a model kiosk system.

That's right, we're holding a KIOSK KONTEST! The winner(s) get: bragging rights, free beer for life at my place, The Outhouse, and a photo-op with the new kiosk so they can send pics to their friends and family and gloat till their hearts content. Oh, maybe we can even wring some compensation from the RA and funding for required system purchases, if needed.

here's the deal: Due date for submissions: March 14th.
It should be able to display at least 24 businesses, the ideal kiosk will be scalable to whatever number we need as we grow. There is not an accurate, or complete list of all the businesses and services in CDS, so we don't know how large to make it, but what we do know is that it can't be a monster. Since the CDS intends to keep growing, it really doesn't matter how many businesses we have at the moment, the design has to be relatively compact, scalable, attractive, easily navigable for guests, and informative.

It has to fit in the scale and style of our various sim themes with a consistent look so it's easily recognizable to guests as they sim hop, shop and look for places to blow all their cash on us, so not a different one on each sim.

Oh, and it of course needs to be easy to update and set up for current and future staff to distribute and maintain.

Drop the submissions with full perms on me in a labeled folder: CDS Business Directory Kiosk submission - <YOUR NAME>, with a NC about its design and function along with any other info you think is important about it, and post a message in this forum that you have done so and give a little synopsis of it, to make your submission official, get on the record, and let the group know about your idea.

and that's it. pretty simple ground rules.

The TA will go over all the submissions, decide on a prototype of the kiosk and system to propose to the RA the following week for approval. Then, as soon after that as possible, the system will be in place. Notices, hook, crook, and hoopla will be used to campaign for business participation and shops will be responsible for submitting the needed materials to participate.

The directory will be mirrored on the website.

Now, some of you are great designers/builders, some are great scripters, others are great planners and system architects, but can't build or script. If you have a good, complete idea, bring it. For example: Perhaps resident A will have a beautiful design, that fits all our physical needs, and has an outline for function, but can't script, while resident B has scripted a hot dog information system and can't can't rez a box to save his avie. we can work with that. Submitters need to be willing to possibly have any part or all of their submission used in some way to create the desired end result. If someone knows of a particular pre-fab system, submit the information to me in a NC, labeled like a standard submission (see above) with a link to any Xstreet page and website and any specific info about the particular product with your thoughts on its relevance to our needs. Then also post about it here and note that you submitted it to me.

Over the next two weeks, through the magic of the forums and a couple in-world meetings, the TA will take shape from volunteer citizens. For now, most surprisingly and most inevitable detriment to the nation, it will be led by me cuz i was the dummy with the big mouth and no brains that kinda pushed it. With any luck, by the 14th, others will step up to properly head the TA and the rest of the volunteer group can decide on a Chair.
Our beloved Stui, as head of the last RAs Commerce Commission, has been met with and is okey-fine with participating in and supporting the current efforts, as the primary directive of that Commission has been executed and the existence of it in the current RA is completely unknown.

So that's it. get your submissions and/or completed system outlines in by the 14th, post responses here in the forum and come to one of the next meetings of TA to be held this Thursday, March 4th in the amphitheater in CN at either 11 A.M. SLT and 7 P.M. SLT to discuss the kiosk project, purpose, organization, and mission of the TA and for the love of sweet Mary's sacred baby boy, pick a new leader for it.

Thank you,
Solomon Mosely
Chief Head Master KIng Honcho Pooba with tomato, onions, and extra cheese of the CDS Trader's Association

Soro, last term the RA decided on several programs to encourage people to buy parcels. Sadly, they are a bit complex to administer. The one you are subject to enabled you to pay half tier on a recently purchased parcel in CN for six months.

Let's look at the items on your tab.

Parcels:
Parcel Name: C.05 NW Sim Name: Colonia Nova Size: 400 Rate: 0.0091 Fee: 3.64
Parcel Name: C.06 NW Sim Name: Colonia Nova Size: 256 Rate: 0.0091 Fee: 2.3296
Parcel Name: Tier Credit Sim Name: Monastery Size: 1 Rate: -1.456 Fee: -1.456

Total monthly fee 4.5136
L$ 1300 (approx) to pay this month - this amount may vary as the exchange rate varies.

You will note that the item on Monastery is a *credit*, meaning that it lowers the amount you owe from the other two parcels. In fact, it's very clearly marked "Tier Credit". It provides you with the tier credit mandated by the RA action.

I'm sorry this is not more clear, but using the tools I have available make these rules difficult to administer. I decided on this course as being the simplest and clearest. As for why "Monastery", Monastery is the simplest sim with regard to parcel structure, so that adding "Tier Credit" parcels there was the least likely to confuse things.

As everyone knows, the mechanics of the tier payment system are managed by myself. If there are any questions like this about what appears on your "tab", please contact me directly. Part of the reason for having a box system which you can touch to display the details of your account is so you can check just this kind of thing and make sure its accurate.

Sudane.......................

Cindy

I suspect we are unlikely to agree

Your conclusions are entirely supported by data and mine rest on an assumption but my assumption is a reasonable one to make. The preferences of the community as a whole are (currently) not known. If someone were to poll everybody in the CDS we might get an answer. It could be that all the non-voters would have voted for one or other faction or none... We will probably never know. And, in any case, it's votes that count in a democracy.

The most reasonable assumption to make though is that the voter turnout is roughly representative of political opinion and preferences in the CDS. It's the simplest explanation for the result. Occam's razor would support my point of view!

That being said, one thing we agree on is that we should give some thought to why roughly half of our citizens did not vote. There will be some logistical/personal reasons - people were on holiday/too busy at work/otherwise busy in RL. There may also be some political reasons - Simplicity Party voters who felt the other factions did not represent their views. There may have been non-voters who were protesting (but why did we not hear from them and their protest?) There may have been people who thought their votes would not make a difference (and they would have been partly right, our old electoral system does not automatically yield proportional results).

Once again, I will predict a higher turnout next time. STV will force individual candidates to go out and get people to vote for them as individuals. No campaigning, no seats I expect that will take us back up to 60-70% turnout which I think would be a respectable figure.

I just took some time to look at the election data in a bit more detail. Here's an interesting little chart that counts the number of first and second place rankings for each faction:

Code: Select all

            1st 2nd
CSDF 21 25
DPU 16 25
SEED* 20 7

In the simplest counting fashion, CSDF received 46 total votes, DPU 41, and SEED* 27. I'd count that as a preference among those who voted for CSDF (40%, with DPU 36%, and SEED* 24%), not as "approximately equal preferences" for all three factions. Even if you give two points for a first place vote and one for a second place vote (as our system does - and 3rd place votes receive 0) then you get: CSDF 67, DPU 57, and SEED 47. That's an even strong preference for CSDF: the faction received 39% (DPU 33%, SEED* 27%) of the total points available. Not a majority, not a mandate, but a pretty strong showing even with the "leveling out" effect that our counting system imposes.

It sure would be interesting to understand more about those who did not vote. And I'm now VERY certain that we can't make any statements about what preferences our citizens might have in general, only about what preferences those who voted have demonstrated.

Cindy

Patroklus Murakami wrote:Yup, those conclusions can be drawn too, but so can mine In the absence of any evidence to the contrary, it's fair to assume that the distribution of support for the three factions which contested the election in the population is similar to that of the citizens who turned out to vote. I can't readily think of a reason why that distribution would be different.

Actually my conclusions are completely supported by the data. Yours are supported only by assumption (as you correctly note here). Your mindset may not allow you to envision reasons why the distribution would be different, but that does not validate your assumptions.

I can envision many scenarios that would result in your assumption being invalid. For instance, what if the vast majority of those who did not vote were citizens who had joined CDS less than 120 days prior to the election? Then the only valid statement you could make would be "Among those who have been citizens for more than 120 days there is an approximately equal first-choice preference for each of the three factions who contested the election." You cannot make any other statement because the preference among those new voters might turn out to be for one particular faction or another and there are enough of them to be statistically significant. What if citizens of one faction were the vast majority of those who did not vote, perhaps as some kind of protest movement? Then all you could say would be "Among citizens who are not members of Faction X there is an approximately equal preference for each of the three factions that contested the election." Those non-voters now BY DEFINITION strongly prefer a single faction and would skew the overall preference pattern. What if the vast majority of non-voters were those who do not believe their vote would make a difference? Then you could say "Among those citizens who believe that their vote makes a difference there is an approximately equal first-choice preference for each of the three factions who contested the election." And so on....the possibilities are endless, and some are not so trivial. Perhaps we should give them some thought.

Cindy

"HTML on a prim" is actually a pretty simple concept: it means to allow the face of a prim to become a completely interactive web browser. And it fits with our portal project as a glove on the hand. As Rose has been saying for a long time, it would be nice if we never had to go outside of SL to get everything we need. Having a ton of information about CDS on a web site that can't easily be accessed from inside of SL detracts from the "immersive" quality of the SL experience. And Keila notes that it's easy to forget that a web window is open somewhere on your computer (probably buried under your SL window) and it's a pain to go back and forth. But what if you walked up to a display standing in the Marktplatz....and you could interact with it EXACTLY as you do with a YouTube page or our Google calendar? So you SEE the calendar on the display, you can CLICK on everything that looks like a link or a button, and the display UPDATES to do whatever you told it to do. That's what "HTML on a prim" can do...and more, since it's got stuff built into the commands that allows the builder to control all sorts of things from who can interact with the display to what pages can be displayed.

This is not an instant solution to our portal issues. A web site that does not meet our needs on the web when pasted onto the side of a prim will still fail to meet our needs And if you think about the difference between what a web site looks like in a full-blown browser on your computer versus what it looks like on your cell phone you'll start to understand that we may need to redesign the entire CDS site for "in world functionality" (once we figure out what that means). But what this capability DOES do is open up the full spectrum of web-based functionality for use inside of Second Life. Up until now it's taken a fair amount of tricky LSL programming to get even minimalist "interactive" function into Second Life applications. In comparison creating sophisticated web-based applications is a cinch...and there are many more people who can mark up a web page than can program in LSL.

I guess what I'd say about this is that it's something that ought to be included in the field of possibilities as we continue to talk about what we need and how those needs are prioritized. For example, we might find that we can make a pretty good case that our first priority ought to be some "from scratch" sets of pages customized for display in-world rather than a redesign of the existing site. I can see some scenarios for that which would allow us to develop prototypes quickly, test them in world, modify them according to the feedback, and deploy them as soon as they are ready. If our overall design is comprehensive and flexible enough, adding additional "application sets" will be simple, and the experience we gain from creating the early ones will make development of subsequent sets quicker. And the existing site could be re-designed by whomever is interested in working on our web-based presence. Or maybe we could do a good enough job on the in-world presence that when it's "complete enough" we'll simply use it to replace the current web presence. As I said earlier, the possibilities are very rich, we just have to figure out what we really want.

Looks like I may be snowed in for a bit over the weekend, so I may take advantage of the time to play with this and come up with some examples for people to poke at. I'll let you know if I do...

Cindy

Al Qantara Library Meeting of Feb 22, 2010
Held at El Partel Plaza

Present: Imotali Antiesse, Lilith Ivory, Mashi Muramabhad, Andreu Donat, Fern Leissa, Rose Springvale, Nala Kamala

Andreu showed the map, made by the anadalusian geographer Al-Idrisi; a map that is extremely important for the history of map-making, to the people that were not at the last library meeting. We are going to put the map up in the plaza.

Discussion on framing the map continued. Lilith suggested adding the frame to the texture to save a prim. Rose suggested that it would be a good idea to have something consistent to frame with and that the frame needs to be historically accurate. Rose checked with Damen Gorilla, the creator of the plaza to see if he has appropriate textures for the frame. Rose will pass the Damen textures to Lilith for frame-making; if the perms are right.

Andreu is also working on a notecard for the map. Imotali suggested adding book info and links to the notecard.

Minerva Trapdoor will hold an archive copy of the Al-Idrisi map texture.

Mashi also raised the issue of whether or not the library should have Spanish language material. She is willing to help with information in Spanish or with looking for more Islamic art.

Rose noted that Arias is willing to help with translations as well.

Fern said no bookmaking workshop has been lined up yet. Still trying to find someone willing to teach it. Neither JJ Drinkwater nor Rolig Loon make "page-turning" books. Both Rose and Fern will continue looking for someone. Rose will look for a list of bookmaker names that Onyx Plutonium gave to her.

Rose has arranged for a storytelling session for March 22 at 6 pm slt. Everyone discussed how to publicize the event. Rose suggested that we start with the CDS/AA groups as well as the storytelling Guild. Rose suggested that we also need to publish on SL events. Mashi suggested that we put posters up. Rose agreed to work on the publicity for the event.
Rose also suggested that we think about using the Alexandrian Library Group. Fern will follow up on contacting the Alexandrian Library group. Need to make sure we are compliant with their standards.

Fern discussed the plan to try and have an events board. Lilith has already indicated a willingness to help. Rose had a sample board make by Satir which Rose rezzed, as another possibility. She noted that since AA has been around for 3 years, many things are already made/available. Rose will see what she can bring to the next meeting in terms of a modified board for the library. The top will say events, than each section below will be whatever we want to highlight.

Discussed prim use. The maximum left for use is 100. Rose thought that some of the pretty but not necessary items should be removed to save prims.

The quality of the furnishings, the importance of not making changes to fast, of consistency with the existing build was also discussed. Lilith also noted that there are a lot of high quality 1 prim plants available now. Rose also mentioned Linden plants

Rose announced that there may be a new group willing to take over the old library building. It is a private, non-profit literary group called the Silver Pen. If they decide to use it as a library we may want to make sure we are coordinating programs.

Fern affirmed that the Al Qantara library did not need anything from the old library building.

More discussion about changing the meeting time to accommodate different, busy avatar schedules. Evenings were discussed but were not good for Fern. Weekends are already full of events. Wednesdays are also busy. Discussed using Doodle but decided not to do so.

Next meeting will be Tuesday, March 9 at 10 am slt

Birthday cake will be served.

Yup, those conclusions can be drawn too, but so can mine In the absence of any evidence to the contrary, it's fair to assume that the distribution of support for the three factions which contested the election in the population is similar to that of the citizens who turned out to vote. I can't readily think of a reason why that distribution would be different.

50% turnout is not that great. I think it may be a new low though I'd have to check the figures. My impression (based on my faulty memory having participated in about eight of these elections now) is that our turnout is declining over time from the seventies, then sixties to where we are now.

I think part of the reason was the electoral system, a factor that won't feature in our next election. The combination of ranking parties and then distributing them by proportional representation is 'rough sandpaper'. It hugely favours minority parties. Add to that the fact that factions had to have over 10% of the population behind them to participate and the outcome is virtually guaranteed. There really wasn't much incentive to work hard at getting out the vote under our old electoral system. Each additional vote (beyond the core which you hope will vote anyway) does not really get you that closer to an additional seat.

All of this changes when we move to Single Transferable Vote (STV) in the next election! It will be really important to get people to vote for you as an individual (even if standing as part of a faction slate of candidates) or at least rank you highly. I predict more campaigning and a higher turnout next time around. (Feel free to bash me with this if it turns out to be too optimistic!)

Just a technological "heads up:" the new 2.0 viewer, now in beta, has true "HTML on a prim" capabilities. I just wandered over to the wiki to see exactly what that meant, and it turns out that what they've dreamed up is pretty full-function. Having this kind of capability may completely change our concept of what the portal needs to look like and do, since much of the functionality that we've been wishing for may now be available in-world by programming a web site to be completely useful on the face of a prim...or on multiple faces of a prim, since i can envision some pretty spiffy multi-screen applications using these functions.

More info on what "HTML on a prim" looks like is available at http://wiki.secondlife.com/wiki/LlSetPrimMediaParams .
I think the main priority is to get RA transcripts posted in a timely fashion after meetings here on the forums so everyone can see what has been discussed and decided. We are very fortunate in that a new RA members, Mikelo, has volunteered to act as RA archivist (we haven't had one for the past two terms). It's a job I used to do for most of the period when I was LRA and I'm sure Arria appreciates not having to take care of this task along with all the others.

Colour-coding is nice (I used to do this too) but let's take care about the extra duties we load on other people - especially when the script might need manual fixing as Rose describes. We have been more careful in recent years to acknowledge the fact that we are a volunteer organisation and that everyone who 'works' for the CDS is doing this in their free time. It's easy to say "It would be better if it was done like this" but that means that someone has to go to extra trouble to deliver it for us. It's only fair that we bear that in mind when making the request or commenting on what has been delivered.

OMG I 'm soo sorry. I missed my own meeting. I realize I also didn't post the location. I had planned on giving that in my report at the RA meeting, but there was no time and I forgot as I was working RL. And today my only excuse was IT SNOWED in Austin. And I was so excited I was AFK a bit and playing in the snow. I must say though , even though it was my fault, I was a bit disappointed to find no messages asking me about the meeting.. I'll set a new date very soon.

Hey, this is great! And as an amateur writer myself, I'm about tearing my hair out over my current project. It should have occurred to me to go looking for help in SL, but of course it didn't But I would love to hook up with others who may have done something similar to my project to share ideas. Are there any plans for informal "get to know you" sessions (or any other get-togethers) any time soon?

Cindy
