From what I can gather by reading the back forums on this, Calli proposed some changes to the bill that people thought made good sense and somehow those changes didn't make it into the bill that was voted on, so the bill that is now our law wasn't really the best version.
I can see value in having a quantifiable mechanism in place to raise the question about viability, so CDS doesn't inadvertently find itself in a deep hole because there was no such trigger in place.
I think the current bill is flawed, both because it didn't incorporate Calli's changes or similar and also I would extend the time frame on Calli's changes from 14 days back to the 30 in the original draft and I would also look at making the initial decision be BOTH the RA and Chancellor - not just the Chancellor - which would share the burden of a rather distressing decision...and I would not make the sale mandatory but instead make the trigger be just a warning call that things need to be evaluated and perhaps weight the decisions against the status of the sims as a whole.
