Transcription of Committee Meeting for CDSL 24-01 & a call to reschedule

Post by Bagheera »

As many of you may have noticed, Second Life was having a lot of problems today. The Committee for the Review of the Law CDSL 24-01 was scheduled this morning at 9 AM but was interrupted when I crashed and I understand Tan crashed (and others may have crashed) and were not able to log back in. Below is a transcript of the meeting up until the point where I crashed.

The Committee got as far as voting me to Chair the Committee, so I am the Committee Chair. Laura said she believed the law needed to be changed and not just deleted. Gaius pointed out what areas of the law need to be amended and which parts he believes are fine as they are.

As the Chair, I am making a call to schedule the next meeting. These meetings are public and open to ALL citizens to participate, so please take this opportunity to come to a meeting if you want to discuss this law. Comments made on these forums will also be referred to during these meetings.

Meetings will continue until the committee members believe they have arrived at a suitable revision or solution to present to the RA. We may arrive at a solution at the next meeting (making that the final meeting) or after several meetings. The point of my saying this is to encourage everyone who has an opinion to NOT WAIT but please make your opinions known by either attending the soonest possible meeting and/or sharing your opinions on these forums.

As for scheduling, Han Held has let me know she is interested and free to meet next Tuesday. If that time or other times work for committee members, please let me know. Thank you. Transcript follows:

[2018/02/27 09:08] Bagheera Kristan: so, from the point forward, I'll be saving the local chat to transcribe and post to the forums. Are you all in agreement with this?
[2018/02/27 09:09] Tanoujin Milestone: i did that yesterday and burned the potatoes
[2018/02/27 09:09] Tanoujin Milestone: i agree
[2018/02/27 09:09] Gaius Tiberius Curio (guillaume.mistwalker): Yes
[2018/02/27 09:10] Bagheera Kristan: okay, we'll make sure Laura sees that when she gets back
[2018/02/27 09:10] Laura Azalee: LOL Tanoujin
[2018/02/27 09:10] Tanoujin Milestone: ;)
[2018/02/27 09:10] Bagheera Kristan: Laura, I am going to transcribe this for the forums, are you in agreement with that?
[2018/02/27 09:11] Laura Azalee: yes of course
[2018/02/27 09:11] Bagheera Kristan: okay great !
[2018/02/27 09:11] Bagheera Kristan: We don't have a chair, do we want to elect a chair?
[2018/02/27 09:11] Gaius Tiberius Curio (guillaume.mistwalker): Alright, I am all caught up with the forums.
[2018/02/27 09:11] Gaius Tiberius Curio (guillaume.mistwalker): Sure. I nominate you, Bagheera.
[2018/02/27 09:11] Tanoujin Milestone: yes, lets have a chair, just to do it right
[2018/02/27 09:11] Tanoujin Milestone: second that
[2018/02/27 09:12] Bagheera Kristan: is there a vote? lol
[2018/02/27 09:12] Gaius Tiberius Curio (guillaume.mistwalker): Do you accept the nomination?
[2018/02/27 09:12] Bagheera Kristan: yes I accept, thank you :)
[2018/02/27 09:12] Tanoujin Milestone: vote!
[2018/02/27 09:12] Gaius Tiberius Curio (guillaume.mistwalker): Then, to cross my Ts and dot my Is, I vote in the affirmative.
[2018/02/27 09:12] Tanoujin Milestone: thumb up for bags
[2018/02/27 09:12] Bagheera Kristan: :)
[2018/02/27 09:13] Laura Azalee: so do I
[2018/02/27 09:13] Bagheera Kristan: aye, I accept, thank you so much :)
[2018/02/27 09:13] Bagheera Kristan: okay then ! *insert long winded speech of appreciation*
[2018/02/27 09:13] Laura Azalee: haha
[2018/02/27 09:13] Tanoujin Milestone: teehee
[2018/02/27 09:13] Gaius Tiberius Curio (guillaume.mistwalker): ㋡
[2018/02/27 09:13] Bagheera Kristan: okay, so to start, I think...
[2018/02/27 09:14] Bagheera Kristan: Tan and I put forth some ideas on the forums...
[2018/02/27 09:14] Gaius Tiberius Curio (guillaume.mistwalker): /me nods.
[2018/02/27 09:14] Bagheera Kristan: I wanted to invite Laura and Gaius to add any initial thoughts now to add to the mix
[2018/02/27 09:15] Bagheera Kristan: Gaius and Laura, please feel free to start a discussion
[2018/02/27 09:15] Bagheera Kristan: if that is putting you on the spot, sorry, just say and we'll go with what we have
[2018/02/27 09:15] Laura Azalee: honstly; idon't have much to add - apart from the fact that I agree the law needs to be changed and not just deleted
[2018/02/27 09:15] Gaius Tiberius Curio (guillaume.mistwalker): With regards to the first question, and responding to (I think) Bagheera's suggestion, I suppose those numbers could be recommendations.
[2018/02/27 09:16] Gaius Tiberius Curio (guillaume.mistwalker): What we have to decide upon next:

1. Do we want fixed percentages for the region and the CDS as a whole, or do we want to decide case by case to initiate the process?

2. Do we leave it to the Chancellor to alert the community of this circumstances or do we open up this function to anyone?

3. Do we want the RA and the Chancellor review the situation or do we leave that in the responsibility of the RA only?

I am confident we will have a proper text very soon if we make this decisions.
[2018/02/27 09:16] Laura Azalee: #1 is not very clear to me
[2018/02/27 09:16] Gaius Tiberius Curio (guillaume.mistwalker): Ideally, the law would have some flexibility for, you know, normal politicking.
[2018/02/27 09:17] Tanoujin Milestone: well.... if the scenatio is, we have no money left on the bank and a ddeficit of 5 percent, we are doomed ;)
[2018/02/27 09:17] Tanoujin Milestone: we can not know beforehand
[2018/02/27 09:17] Gaius Tiberius Curio (guillaume.mistwalker): The law currently says: "1. If a region in the CDS fails to generate more than 75% of its monthly tier expense for more than three consecutive months AND if the CDS sims as a whole have fallen below 90% of covering monthly expenses for more than three consecutive months AND the Chancellor deems it in the best financial interests of the CDS, the Chancellor is to make a forum post immediately to alert the citizenry that this is an issue and this will be included on the agenda of the next RA meeting. The RA and Chancellor will review the situation at the RA meeting and if they determine it is in the best interests to divest CDS of the sim, the follow steps will be taken."
[2018/02/27 09:18] Gaius Tiberius Curio (guillaume.mistwalker): Tan, you have recommended changing it to: "If the issue of a loss-making region and/or a deficient CDS as a whole is brought to the RA by a concerned citizen, the RA will examine the facts and keep the issue on the agenda until a decision is made.
In case the RA decides to sell a region after thorough discussion both at RA meetings and on the forums, the following steps will be taken."
[2018/02/27 09:18] Bagheera Kristan: actually that isn't the law, Gaius - that is my suggestion
[2018/02/27 09:18] Laura Azalee: ah... THOSE numbers
[2018/02/27 09:18] Gaius Tiberius Curio (guillaume.mistwalker): Oh!
[2018/02/27 09:18] Bagheera Kristan: Let me get the text of the original law
[2018/02/27 09:18] Gaius Tiberius Curio (guillaume.mistwalker): Sorry.
[2018/02/27 09:18] Bagheera Kristan: just a moment, pelase
[2018/02/27 09:18] Bagheera Kristan: no apologies necessary
[2018/02/27 09:18] Bagheera Kristan: it is my job to make sure things stay clear, so let me get the original law and post it here
[2018/02/27 09:18] Bagheera Kristan: brb, please wait a moment
[2018/02/27 09:18] Tanoujin Milestone: np
[2018/02/27 09:19] Laura Azalee: ok
[2018/02/27 09:19] Gaius Tiberius Curio (guillaume.mistwalker): Yes, and we should have, you know, the actual law in front of us! Hah!
[2018/02/27 09:19] Gaius Tiberius Curio (guillaume.mistwalker): ㋡

The best time for me is 1pm, SLT.

I think other meetings are possible too if we have a problem with timezones and folks not being able to make it for the next meeting. I'm not RA (or on the commision) so I have no official capacity to act in, though. :)

I could probably change it to Weds, Mar 7 at 1pm (SLT). I have to double-check that there's nothing else going on IRL that day.
