Minutes of the Meeting of the Representative Assembly held on 11-February-2020

Present: Lyubov (20180414), Rosie Gray, Kyoko Furse-Barzane, Tanoujin Milestone, Richie Deschanel

Also Present: Awenbunny Lisle, Lilith Ivory

In the absence of the Leader of the RA Rosie Gray opened the meeting.

1.1 Review and approve the agenda, viewtopic.php?f=2&t=9361

Richie Deschanel moved to approve the agenda, Seconded by Tanoujin Milestone.

Resolved that the agenda be approved.

1.2 Review and approve the minutes 25-January-2020, viewtopic.php?f=2&t=9345

Tanoujin Milestone moved to approve the minutes, Seconded by Kyoko Furse-Barzane.

Lyubov arrived and took the Chair as LRA.

2. Executive Report

Lyubov read the Chancellor's written report into the record:

Thank you for the opportunity to give an Executive report to RA, which I would like to take this opportunity.
We have just had a Valentine event at The Thermae this past Sunday, which was well attended. Han was able to produce DJ Bloodwolf to fill in at the last moment, and that was much appreciated and enjoyed. The teamwork exemplified the "can do" attitude and flexibility that serves us well. I hope to soon be reviewing any plans for March entertainment, but I would like to encourage anyone to use our destination sites for your own events. Please contact me or Han to verify the scheduling so that conflicts are avoided with the CDS sponsored event schedule.
Delia has begun the set of location descriptions that can be distributed and used for promotional purposes. Expect to see them soon. This also supports the promotion of our locations through Lyubov's Advertising and Marketing plan, for which she has negotiated an excellent arrangement with Bixyl's SL Newser, to feature stories that best present our group and locations. Rosie presented plans at the LUC for a new neighborhood in Alpine Meadows with parcels ranging from 256sqm to 1536sqm. Sudane and Mizou continue to build and improve, and Delia promised us an early spring.
Lyubov has reminded us of the plans for International Women's Day on March 8th. I invite any and all of you to the first Government Question Hour in the Chancellor's Office at 9am SL, this coming Sunday, March 16th. I am quite inspired by discussions on the forum site, which reflect much thought by our Citizens. The GQH will be a relaxed hour where you will bring your questions to the three branches of our government; Executive, Representational, and Philosophical.
I hope to join you all for the next RA Meeting, should you schedule it for Sunday, Feb. 23rd.

3. LUC Report

Rosie Gray, the RA representative on the LUC, reported that the previously approved Alpine Meadow (AM) updates have been completed, and seem to be popular as all 3 parcels had been occupied. A new bridge built by Mizou had replaced one of the old bridges in AM and she was working on others that need updating. Rosie had proposed subdivision of 2 large parcels in AM that remain empty and the possibility of using Skye Enchanted series to replace some of the older vegetation on public land had been discussed which had season change capability. There had also been some discussion on what the Community Centre might look like. A Spring thaw was to start on 14th February in the lower regions. Rosie also reported that Cathy Sabre who had been the Chancellor's appointment to the LUC was no longer a citizen which left a vacancy.

The RA discussed the implications of Cathy's departure and the option of the Chancellor representing herself on the LUC. This was not considered to be the right way forward and Lyubov drew the RA's attention to CDSL 21-01 Permanent land Use Commission Act, Section III which set out the Membership of the LUC. It was noted that the Chancellor appoints one citizen from the Executive Branch, subject to RA confirmation. It was decided that the Chancellor be asked to appoint an available citizen to the LUC, and failing that, the RA may revisit the question of the Chancellor being her own appointee.

6. Old Business

Review NL 4-23 Public Property Protection Act, https://cdsdemocracy.org/faqs/nl-4-23-p ... ction-act/

This item had been tabled at the last meeting for further consideration. It was felt that this was now covered by the LIC and Chancellor but needed further research to identify what legislation had replaced it. Lyubov moved to take no action on NL 4-23 until the next meeting to allow for further research to cite the specific law that may be duplicating the act, Seconded by Richie Deschanel.

Before a vote was taken Rosie Gray identified that legislation as the NL 5-7 Civil Service Act, Section D https://cdsdemocracy.org/faqs/nl-5-7-ci ... vice-act/

D. Transparent Region Development Guidelines
Permanent changes to public land, outside of the seasonal tree and ground texture changes and official CDS temporary structures for events, have to be announced in the forums and allow a comment period of 2 weeks, to make sure the interests of neighboring parcel owners are taken into account. Public spaces have to be developed in accordance with policy and changes need to be subject to public comment and review.

The RA considered that NL4-23 was no longer necessary as NL 5-7 now covered this matter.

A vote was taken on the active motion " to table action on NL 4-23 until next meeting, when we will seek to cite the specific law that may be duplicating this act."
For: 0 Against: 5 . The motion was defeated.

Tanoujin Milestone moved to put NL 4-23 to archaic because it is doubled by NL 5 - 7, Seconded by Rosie Gray.
For: 5 Against: 0

Resolved that NL 4-23 be reclassified as Archaic

7. New Business

Consideration of a proposal to extend Citizenship to the individual tier box owners of group-deeded land. Discussion topic at viewtopic.php?f=24&t=9329

Improved scripting was now available that enabled tier box owners to be identified from land deeded to a group. The proposal was to allow groups owners to register a list of group members who qualified as CDS Citizens with each such person being required to own at least one parcel (as tier box owner).

There was some discussion on what parcels would qualify and it was the wish of the RA to exclude prim parcels as they existed purely to provide additional prims to an existing parcel owner and were not parcels in their own right.

Kyoko Furse-Barzane left the meeting.

Lyubov moved that the sponsor of this proposal, the LRA, draft language to update CDSL 16-3 and CDSL 16-4, to allow for individual tier box owners of group-deeded land to be citizens, subject to the limited described in Option 2 in the RA Discussion viewtopic.php?f=24&t=9329, with the additional criteria that prim parcels are specifically excluded as qualifying parcels when considering the number of allowed citizens in a group. Seconded by Richie Deschanel.

1. CDS has renewed its sponsorship of Second Life Newser, https://slnewser.blogspot.com/. The Editor, Bixyl Shufftan welcomes any news ideas from all CDS citizens by IM or Notecard.

2. Almut Brunswick has volunteered to draft New Citizen documents.

3. Government Question Hour, 16 February at 0900 SLT in the Chancellor’s office.

4. Next LUC Meeting, Sunday 1 March at 10:00 SLT.

5. Save the Date! 8 March at 1000 SLT, Celebration of International Women’s Day.

6. Daylight Savings Time starts in the US on 8 March. Events in SL will begin one hour earlier than usual.
