Second Meeting Continuation of the 20th Representative Assembly
Tuesday, December 17, 2013, 4:30 pm SLT

Part I Meeting was called to order at 4:36 pm SLT by LRA Shep Titian. CLEOPATRA Xigalia moved to approve the agenda. This was seconded by both Rosie Gray and Shep Titian. All voted aye to accept.

Part II A discussion was held on the previous meetings minutes. Gwyneth Llewelyn made a motion to add “Gwyneth Llewelyn proposed to add the Chancellors proposal to be voted on the next RA session” to the minutes. The amended minutes of the previous meeting were put to a vote. All voted aye to accept. CLEOPATRA Xigalia moved to approve that the minutes for the 14th and the 17th be combined and be verified at the next scheduled meeting. This was seconded by Shep Titian. Rosie Gray voted aye on the subject matter.

Part III Chancellor Bagheera Kristan gave her presentation on the topic of the remodeling of Locus Amoenus. The presentation was basically a repeat of her previous presentation with more details added. One idea presented was to drop the sim water level 2 meters to obtain an instant sense of height like you see with many of the sea walls in Tuscany. The issue of terraforming was addressed with Bagheera seeing the SE side being graded a bit more sharply but the changes wouldn’t take too long and parcels for estates being flattened a bit to accommodate builds.

Rosie Gray gave her presentation on the plans that the Guild came up with during the 19th Representative Assembly. She explained it was a modification of citizen Callipygian Christensen’s original redevelopment plans. One map was of roads and water only. A second map was an overlay of the roads and water on top of the sim as it is now, allowing one to visualize what would and wouldn’t change. A third map showed planned elevations with a natural flow to the sims adjacent.

Part IV Citizen and Guild Member Lam Erin gave a presentation on the revision of covenants for the remodeled Locus Amoenus. Gwyneth Llewelyn made a motion “to approve the covenants as proposed by Lam in public chat, subject to Lam’s considerations that there should be no zone changes, even if we don’t have the final plan yet. And additional wording attached to the covenant motion to be ‘plan and identify use; current owners may be grandfathered if they request it, and use reverts to the plan when the parcel is sold.’” The motion was seconded by Tor Karlsvalt. A vote was held with Shep Titian, Tor Karlsvalt, and Gwyneth Llewelyn voting aye, CLEOPATRA Xigalia abstaining, and Rosie Gray not present.

Part V At 6:50 pm SLT Tor Karlsvalt motioned to adjourn. Shep Titian asked Tor Karlsvalt for an update on the Grievance Commission. Tor Karlsvalt explained that citizen Lam and citizen Cadence have been working on a plan and when it was worked out public meetings would be held to discuss it. LRA Shep Titian motioned for the next meeting to be held on Saturday, January 4, 2014 at 4:30 pm SLT. The motion was seconded by Gwyneth Llewelyn. Gwyneth Llewelyn also seconded Tor’s earlier motion to adjourn the meeting. LRA Shep Titian, Gwyneth Llewelyn, and Tor Karlsvalt all voted aye on both motions.
