LRA Shep called the meeting to order at 4:01 PM

ADMINISTRATIVE BUSINESS

APPROVAL OF AGENDA

Motion to accept the Agenda with a change to move item 4 of New Business to Old Business, and to add to New Business “Approve a referendum on a new region”. 1st Rosie, Gwyn 2nd, all in favour, carried

APPROVAL OF PREVIOUS MEETING MINUTES

Motion we accept the Minutes as written. 1st Gwyn, Shep 2nd, all in favour, carried

SPEAKERS ON TODAY’S ITEMS
Calli to speak on by-elections, and Cadence if she can make it on her proposal for a People’s Park

CITIZEN’S CONCERNS
No concerns

NEW BUSINESS:
1) Cadence’s proposal for a people’s park - brief discussion, followed by motion.

Motion: to give a vote of confidence to Cadence Theas and our personal thanks for her initiative, known as "People's Park", and to encourage the Chancellor to find an appropriate place for its implementation. 1st Gwyn, Rosie 2nd, all in favour, carried

OLD BUSINESS:

1) Election Procedures Amendment: Proposed change (difference underlined):
“Elections shall be held over a 168 hour period beginning at noon SLT on the Saturday before the 16th of the month prior to the new RAs taking office. In the event of a server outage, software problems, or unforeseen technical issue which prevents citizens from casting ballots and which lasts more than 12 hours, the Dean of the SC has the authority to adjust or extend the election schedule.”
Motion: to approve the above amendment! 1st Gwyn, Cleo 2nd, all in favour, carried

2) Amendment to Challenging the citizens list at election time: Proposed change (difference underlined):
“Any citizen may challenge the inclusion or omission of an avatar on the Citizen List by petitioning the Scientific Council. Any such petition challenging the Citizen List must be received by the Dean of the SC no later than midnight SLT, 14 days after that Citizen List is published. The SC will make every effort to resolve such challenges within 7 days, so that the official list of candidates and the official Citizens List can be submitted with reasonable time available for the creation of the polls.”
Motion: to approve the amendment above to CDSL 16-04. Gwyn 1st, Rosie 2nd, all in favour, carried

3) Clarification of official resignations:

Motion: Resignation of Elected Members of Government Act

Preamble: To ensure that it is clear when an elected government official has resigned and the process to replace him or her must begin. To also provide a record of such resignation, and provide a check and balance to ensure that resignations are acted on.

An elected member of government who wishes to resign will do so by submitting a notecard to the LRA and to the Dean of the SC indicating that he or she is resigning; he or she will also post a notice of their resignation in the relevant discussion Forum of his or her arm of government:
-Chancellor in the Executive Branch Announcements Forum
-RA member in the Representative Assembly Discussion Forum

The LRA will immediately post a notice of the resignation in the RA Announcements Forum and by in-world notice in the C.D.S. group and request that the process for replacement begin.
If the LRA chooses to resign, he or she will do so by notecard to the Dean of the SC, who will immediately post a notice of the resignation in the SC Announcements Forum and by inworld notice to the C.D.S. group, and begin the process for replacement.

If the Dean of the SC has received a notecard of resignation and the individual resigning has posted their resignation in the designated Forum, the Dean of the SC will proceed with the process of replacement, even in the absence of a notice or request from the LRA.

1st Gwyn, there was no second, LRA called the vote and all voted in favour

Motion for a new bill: 'No individual may run in a by-election caused by their own resignation.' Gwyn 1st, Rosie 2nd, 2 ayes, 2 nays and 1 abstain, motion fails
