Meeting of the 26th Representative Assembly, Dec 15, 2016

Present: Lilith Ivory (SC), Ranma Tardis (RA), Kate Amdahl (RA), Tanoujin Milestone (RA), Bagheera Kristan (RA), Gaius Tiberius Curio (guillaume.mistwalker) (LRA), Tor Karlsvalt (Chancellor), Rosie Gray, Pip Torok, Widget Whiteberry, Delia Lake, Hannah Marie Bloodwolf (han.held)

Ranma Tardis, elected to the RA in the recent by-election, was sworn in.

Gaius called the meeting to order at 11:09.

Tanoujin moved to approve the agenda. Kate seconded. The motion passed.

Tanoujin moved to approve the minutes from the previous meeting. Bagheera seconded. The motion passed.

Tor Karlsvalt presented his first report as Chancellor, anticipating a $500 USD loss this term if revenues are unchanged due to an expanded event budget and costs of changing the tier collection system. Currently Sudane Erato is experimenting with Casper, a system the CDS might adopt. Loss due to normal estate expenses is probably less than $100 of that $500 total.

Tor spoke of a desire to encourage more Second Life residents to make homes in the CDS and applauded the decision of the previous term to take advantage of Linden Labs' offer to grandfather CDS regions.

Ranma asked why there would be a loss and Tor reiterated that it was due to anticipated event and tier collection system expenses and noted that otherwise we are still close to break even. Ranma asked if we should be ready to decommission a sim.

Bagheera spoke of amenities Linden Labs and some private landlords currently offer and suggested we shift the land impact of unchangeable residential builds to public land in order to offer a similar amenity. Rosie spoke in support of the idea and suggested it would alleviate misunderstandings about prim allowances. Kate asked for clarification of what the linking would involve. Bagheera responded that it involved setting the base prim for a build on public land so that the land impact was counted against that public land and noted that it would be necessary to consider the effect of this shifted land impact on public land prim allotments.

Gaius mentioned that some buildings cannot be edited at present and therefore may not be possible to include in such an effort.

Ranma asked what we get for our $362.71 event budget for the term. Tor was unavailable. Kate offered an answer that it helps build community, attract new residents, and keep existing residents. Tor became available and agreed with Kate's points, adding that events provide a way to "get to know each other, be a community, put ourselves forward as a vibrant community and place to come." He also said that some CDS citizens aren't interested in governance but may help eagerly with events.

Delia spoke in support of the previous topic, shifting li to public land for some residential builds. She added that "the Quay buildings in LA, some of the Forum of CN, and the Mews of AM are the only ones that cannot be changed as things are currently written."

Bagheera added that this might also apply to builds like the shops on the Marketplaz.

Gaius spoke of the need to appoint an RA member to serve on the LUC. Bagheera expressed willingness. Kate moved that Bagheera be appointed RA representative to the LUC. Bagheera accepted, and Gaius seconded. The motion passed.

Several RA members spoke about their most pressing concerns for the coming term. Kate spoke of finding ways to increase publicity, traffic, and engagement, subject to the Chancellor's priorities in those areas.

Ranma expressed doubt about the value of more CDS events and spoke of the need for encouraging chatting around the CDS in a way that can collect groups. She advocated focusing on ways of birnging people together without expending funds.

Delia pointed out that people can't be attracted to come talk if there aren't enough people in the estate at that moment and said that we need to engage and entice people to come to the CDS. She also mentioned the time cost of "free" events.

Bagheera and others mentioned people who had come to the CDS through an event first.

Gaius spoke of encouraging private citizens to throw their own events and establishing a fund to help support and encourage those events. He spoke of establishing a committee to facilitate this plan. He proposed regional committees for cultural events as well, one for the Alpine regions and one for the Mediterranean.

Gaius moved that a cultural fund commission be established. Kate seconded. Bagheera recommended this idea be discussed on the forums before proceeding. Ranma agreed. Rosie asked what Tor thought about this effort, as it potentially includes area normally under the Chancellor's and the PIO's oversight. Gaius said the idea had come out of a conversation with Tor.

Tor spoke of the fund as providing a subsidy individuals could apply for. Bagheera stated she believed we have always had that, "per Gwyn." Tor mentioned that we have had regional committees under the Chancellor in the past.

Bagheera mentioned trouble in the past with public events on private land, as it was not clear who had what rights.

Gaius said that the committee would be just to consider the idea, not necessarily to recommend the RA pass it.

Ranma asked if groups that aren't applying government money needed to be approved. Gaius said no, the idea is intended for those who might have a significant financial burden in launching an event and said "The Chancellor would have ultimate authority in determining who gets the money and how much based on requirements and qualifications established (hopefully) by law."

Gaius called a vote. Gaius and Tanoujin voted Aye. Ranma and Bagheera voted Nay. Kate did not request a seven-day vote; therefore the motion fails.

The meeting proceeded to announcements. Bagheera announced that she is still putting out gifts through the end of the year for people to find in the CDS. She encouraged everyone to tell their friends.

Following a suggestion by Gaius, Tanoujin moved that the next meeting be postponed until 12 January 2017 because of the holidays. Gaius seconded. Tanoujin, Bagheera, Ranma, and Gaius voted aye. The motion carried. Gaius will not be able to make that meeting; Bagheera will be LRA.

Because the Chancellor came to this meeting, it was not necessary to schedule an extraordinary meeting for December.

Ranma moved that the meeting be adjourned. Bagheera seconded. All RA members present voted aye. The motion passed and the meeting adjourned at 12:41.
