Minutes - CDS RA Meeting, 1/26/17

LRA members present: Gaius Tiberius Curio (guillaume.mistwalker) (LRA), Tanoujin Milestone, Bagheera Kristan, Kate Amdahl

Other citizens present: Lilith Ivory, RG Cooperstone (roguegeek.cooperstone), Callipygian Christensen

Tanoujin moved the agenda be approved. Bagheera seconded. Motion passed unanimously.

Bagheera moved to approve the minutes. Tanoujin seconded. Motion passed unanimously.

Tor Karlsvalt (Chancellor) was not present, so discussion with Chancellor was skipped.

Bagheera gave a report of the LUC. The LUC will survey CDS land for LI impact of proposed shift of LI to the CDS instead of renters for CDS-provided buildings. There was also discussion by the LUC about updating Colonia Nova.

Gaius gave a brief report of the public meeting about CDS funding for citizen events. A public meeting was held on 12/22. Gaius subsequently brought together his ideas and discussion from that meeting into a proposal, with a cap of $L2,000 or 20% on an event, whichever is less. Objects bought with the fund would be owned by Archie. A total amount for the fund would be set each term, and transactions would be public information. Funds would be first come, first served.

We moved on to citizens' concerns.

Lilith mentioned an interest in hearing reports sometimes about the work of the Law Review. It was suggested that Delia or Widget might be able to provide some information if they attend the next meeting and might be asked to post a short report on the forum.

RG asked for a report on the archivist. There are updates to laws that should be documented on the Web site. Kate should be provided with information to be able to proceed with this.

There were no RA members' concerns. We moved on to old business and the topic of shifting LI to the CDS on CDS-owned rental buildings. Bagheera mentioned the LUC pursuing the question of how much LI would be shifted.

We moved on to discussion Gaius's citizen events proposal.

Kate passed along a concern about whether or not this approach would motivate residents. Gaius mentioned having had experience in the cost of events being burdensome.

Bagheera stated she was very glad the question had been raised, and talked about the difficulty the Chancellor and PIOs tend to have running events and the reluctance to tap into CDS funds. She felt there was a need for people to understand that money is available and should be used. In the past, Chancellors have reimbursed citizens for private events. Bagheera has brought this up with Tor. She spoke in favor of the idea of having a simple form to fill out for citizens to be reimbursed. If there were any concerns about which events were being supported, there could be a mechanism for petitioning the SC.

Tanoujin passed on the Treasurer's concern about this proposal being an ongoing drain ont he reserves. A workaround would be to use donations or some mechanism like that.

Lilith mentioned that the Chancellor is always looking for people to join the PIO team. Gaius added that RA members cannot do so.

Kate mentioned that another barrier for citizen events is handling promotion and suggested it might be possible for the CDS to streamline that process. However, volunteers always being at a premium, she allowed this might or might not be practical. An informational resource of some kind might be more workable.

Bagheera pointed out that hiring entertainers often meant they were a source of promotion for the event. She also suggested a form could list available locations and resources, to offer room to have the event and a way to stream.

Tanoujin asked how much needed to be spent in the past and asked if a government grant of no more than 20% was really helpful. Perhaps a culture club could fund events?

Gaius mentioned their last event was modest in cost.

Kate spoke of realizing the fund could be more useful than she had realized because it pays for entertainers as well as objects and also spoke in support of having a form.

Bagheera suggested tip jars rather than reserves could be used to provide money for the fund. Tanoujin, Gaius, and Kate expressed support for the idea. Gaius voiced a concern as to whether there might be an additional burden on Rudeen in terms of bookkeeping. Bagheera responded that tip jars are already a line item, but that it would be good to have Rudeen's opinion.

Callipygian suggested objects paid for with CDS funds should be purchased by Archie and that the Chancellor could put together a "request to purchase" form for such purchases.

Gaius mentioned that he has asked that the Chancellor compile a list of objects that Archie owns for public reference.

Tanoujin said he would be more motivated to donate to tip jars if they were set aside specifically to fund events. Bagheera and Kate agreed.

Gaius expressed a plan to amend the proposal.

Bagheera made a motion to dedicate tip jars to citizen events. Tanoujin seconded. Kate asked if that could be done without it being an item on the agenda, and Callipygian responded that as an allocation of funds (i.e., an administrative item), this was in order.

The question was put to a vote. Kate, Bagheera, and Tanoujin voted in favor. Gaius abstained, given there was not infrastructure for that process yet. The motion passed.

Tanoujin proposed it should be made known how much is in the tip jar fund at any time. Bagheera said it was already a line item on the monthly report. Tanoujin suggested it could also hover over tip jars. Kate mentioned that this would also serve the purpose of drawing attention to the fund.

Callypigian noted that if the amount available is large, it might discourage donations. Lilith spoke of this not being a concern if it were only the fund and not the full reserves shown.

We moved on to announcements. Gaius announced a meeting to discuss an LGBT Pride Parade Sunday 1/29 at 2pm SLT in the Biergarten. Calli asked if Second Pride or other groups would be invited and mentioned that Second Pride has a well-established group with events. Gaius expressed an intention to reach out to such groups and asked for Callipygian's assistance in connection with Second Pride. Callipygian agreed.

Lilith announced tango time on Sunday with Joaquin at the harbor of LA.

The next RA meeting was announced as scheduled for 9 February at 11:00am SLT. Gaius asked if we should schedule an extraordinary meeting. They will check with Tor.

Tanoujin moved the RA adjourn. Bagheera seconded. The motion carried anonymously.
