NL 4-6 Financial Reserves Act

The Confederation of Democratic Simulators (CDS) shall move 1 month’s tier in USD to a separate line item (reserve account), and make those funds unavailable for other use.

Funds in the account shall be disbursed at the discretion of the RA to pay recurring expenses in the event of a sudden and unexpected drop in $USD income.

CDS shall augment this account as funds are available until it contains enough funds to pay all recurring CDS expenses for a period of two months absent other income.

[12:37] Em Warden (emwarden): It seemed straightforward enough just a week ago, but in the light of the new LL economic policies, it will be a tough one

[12:38] Rosie Gray: when I asked to have this put on the Agenda, I was thinking it would be an easy item to just clean up wording on

[12:38] Rosie Gray: I'm not sure that we've really thought everything through that Sudane said

[12:39] Rosie Gray: so, as I see it we have a couple of choices
[12:39] Rosie Gray: we can decide to get rid of the law altogether
[12:40] Rosie Gray: we can forge ahead and try to find the right approach and wording to finetune
[12:40] Rosie Gray: or we can make it even briefer
[12:40] Rosie Gray: right now we have an excellent, trustworthy treasurer
[12:41] Rosie Gray: who knows what to do, and we never have to worry that she is not doing the best for the CDS
[12:41] Rosie Gray: there's that whole question of what comes after... when someone else succeeds
[12:42] Rosie Gray: so maybe we need to think about these things for a bit?
[12:42] Lyubov (20180414): I like having *some* sort of law at least as a reference of intent, versus eliminating it. As you said, this was originally meant to be an "easy" update of just "city" to "NFS". There *are* indeed much larger issues, where we need active involvement from the Treasurer and perhaps the Scientific Council. When I attempted a re-write of the language, accounting for Sudane's excellent processes, it opened up yet larger questions about the EO and Treasuer and those laws.

[12:50] Lyubov (20180414): It is certianly helpful that the SC will be meeting soon. I don't mind continuing our discussion after that meeting. My primary concern is that we don't simply "do nothing", but that we have some sort of plan for action and a timeframe.
