Banning of bot3.inshan

On the past 22 January 2023, I was warned by citizens that a bot was present in Locus Amoenus.
Going there, I observed that bot3.inshan was logging in repeatedly at the sim, appeared frozen, logged off after a few moments , and then relogged. This process was happening about once a minute, with no signs of stopping.
Attempts to contact bot3,Inshan resulted in no reply; therefore I banned the bot and contacted the Dean of the SC.
