31-1 MoCA Curator Appointment

In the RA meeting of December 18, following question came up in the context of the MoCA Curator call that is currently one of the LRA obligations:

"3.2 Call for a MoCA Curator
Members debated the extent of the role that the Assembly should take in the process to appoint a new curator for the Museum of Contemporary Art, and questioned whether this should instead fall entirely within the Executive branch. An intention was signalled to propose a review or even a repeal of CDSL 31-1 MoCA Curator Appointment (https://cdsdemocracy.org/faqs/cdsl-31-1 ... pointment/), and the LRA proposed to make this a Forum topic."

In my humble opinion, a complete repeal of this law does not make sense because it regulates in detail the conditions and obligations of the MoCA Curator regardless of the instance that calls and appoints the MoCA Curator. Therefore, the question may be reduced to the question if the call for the MoCA Curator shall remain by the RA or should fall in the responsibility of the Executive.

You know that I'm a vivid advocate for a strong legislative, and since the MoCA Curator should have the maximum support of the interested citizenship represented by the RA, the appointment of the candidate - if we can find somebody at all - should remain in the hands of the RA. On the other hand, comparable roles related to public relations like the PIO are clearly assigned to the Chancellor. Therefore, we should discuss the pros and cons of both solutions here and come to a result as soon as possible.
