1 Administrative Business
1.1 Approval of the Agenda
Motion to approve the agenda as presented. Jerry 1st, Rosie 2nd, all in favour, motion carried.
1.2 Review and Approval of the Minutes of the Fourth RA Meeting on September 2, 2023
Motion to approve the minutes as presented. Rosie 1st, Almut 2nd, all in favour, motion carried.

3 Old Business
3.1 Presenting the Order of Anzere awards to Kyoko Järvinen-Barzane and Tor Karlsvalt
At their meeting on February 12, 2023, the Representative Assembly agreed to award the Order of Anzere to Kyoko Järvinen-Barzane and Tor Karlsvalt, in recognition of their outstanding service and commitment to the CDS. The LRA presented the award to Kyoko, and to Tor in absentia, and all in attendance offered their warm congratulations. The certificates are on display at the far end of the Praetorium.
3.2 New Guild Act to replace the current LUC Act: Status Report
The LRA updated the Assembly with progress made with the writing of a new Artisan Guild Act that will formalise the change in status of the Artisan Guild from a non-governmental organisation to being part of government, replacing the Land Use Commission. Various ideas and alterations were suggested and adopted for the draft document, both prior to the meeting and during it. Motion to post the internal draft in its current state with all abbreviations but CDS replaced by their respective full names. Almut 1st, Jerry 2nd, all in favour, motion carried. 4 Citizen Concerns
A comment was raised regarding the landscaping of the new water regions. Members of the Assembly and others thanked the creators that were present for their fantastic work.
5 RA Member Concerns
A member voiced concern over the Chancellor’s ongoing absence from meetings, which has resulted in a lack of updates on Executive branch activities (impromptu reports from other Exec team members notwithstanding). A suggestion was made that the Chancellor could send an update on a notecard to the Assembly prior to a meeting, if he knows in advance that he won't be able to attend.
