Task the executive to lower the monthly tier for a parcel on NFS and CN from currently L$ 5.8 per prim to L$ 5.0 per prim.

Rationale: The purchase of the extra prims will mean that every citizen will have 50% more prims in NFS and CN. With no change in the „rate" their tier would go up by 50%. Therefore we propose to lower the rate, effecting a tier increase of 29% only.
