CSDF General Meeting 29 August - Summary

On August 29th, the following was discussed at the CSDF meeting:

3rd sim: monastery
[list:23aa3jvu]The idea of a monastery in the 3rd sim, and land allocation for it was discussed. It will be reviewed in the RA, but at the meeting opinions differed on whether this is primarily for the RA or the New Guild to decide.[/list:u:23aa3jvu]Publish transcripts of CSDF meetings, or summaries only?
[list:23aa3jvu]Several good pro's and cons were brought to the table. A majority of faction members voted in favor of publishing summaries instead of transcripts. Some arguments for this point of view: Publishing all transcripts could keep people from debating freely, RA voting/negotiation would be tactically disadvantaged, and: It's not necessary because anyone can come and listen to CSDF meetings anyway, if someone really wants to know what's being discussed they can attend the meeting.[/list:u:23aa3jvu]Citizenship Commission and citizenship-tax:
[list:23aa3jvu]- Representatives Patroklus Murakami and Jon Seattle say that they remain skeptical about citizenship-tax/landless-citizens,
but that they're still open to arguments. Patroklus: the ‘alt problem’ is connected to the landless-citizenship question too.
- Alternative solutions have been proposed; one involving a 'class' of non-voting residents (who do have rights),
another (sketchy) proposal has a two RA chambers for two groups of citizens with (slightly) different powers.[/list:u:23aa3jvu]A possible Executive Financial Report Bill. It's considered to have one where the Chancellor would submit a monthly financial report.
