The following has been sent to the Al-Andalus estate.

As I think you know, the CDS RA approved the terms of our offer to merge with the Al-Andalus estate at its 31 May 2009 meeting.

On behalf of the CDS government, I hereby extend that offer to Al-Andalus, for the period and on the terms noted and publicly posted here: http://forums.slcds.info/viewtopic.php?f=2&t=2445

I am delighted to be able to extend this offer and would very much like to see the estates join together, as I believe also is the hope of the great majority of my colleagues and fellow citizens in CDS.

Jamie's comments:
1. Pleased to see this, obviously, sent to us immediately after the AA citizen's council's own consultations.
2. I will propose a specific plan for its implementation shortly.
3. At our next RA meeting, I expect we'll need to discuss any adjustments or interpretations of CDS law that are necessary or advisable to implement the merger as described below. It's my understanding that AA prefers to "come on line" after the upcoming CDS election, rather than land a large group of new citizens into the CDS voter rolls at the last minute. Again, to be discussed with RA.

To the Chancellor, Members of the Representative Assembly, and Citizens of the Confederation of Democratic Sims.

It is my honor to convey to you the agreement of the citizens of the Al Andalus Estates to merge with the Confederation of Democratic Sims pursuant to the terms of your offer of June 2. 2009. While we expect there to be many hurdles, we are confident that the talent, intelligence and passion abundant in each community will serve to create a synergy that is unmatched in Second Life.

We look forward to working with you to consummate the necessary transactions. For clarification, we submit the following:

1. We suggest an effective date of the merger, providing all contingencies are satisfied, to be such that it is clear that Al Andalus citizens will not participate as voters in the upcoming RA election, nor be counted toward qualification of any faction running in that election.

2. While there is support in the Al Andalus Community for each of the physical plan proposals, there is a preference for "number 2" based on many factors.

3. Al Andalus will operate in the ordinary course of business, including sales of land, pending closing.

4. It is our expectation that the current population of Al Andalus will remain intact, and advise that at this time, we are aware of only one citizen objecting to the transaction.
