Transcript — Second Meeting of the 34th RA - 30 January 2021

Summary

The second meeting of the 34th RA convened at 10:01 AM. In attendance were Tanoujin Milestone, LRA; Rosie Gray; Almut Brunswick, and Tor Karlsvalt who arrived late at 10:16. The LRA requested proper minutes of the prior meeting. Han Held and Lilith Ivory were elected as citizen representatives to the LUC. The Chancellor’s report focused on upcoming events of Mardi Gras and Valentines Day as well as results of recent census. CDS has a net gain of two citizens. LUC reported on some outstanding issues. RA members and citizens began a discussion of changes to the LUC, which was tabled for further comment on the forum. At the behest of the LRA, Tor offered information about a possible move of CDS to connect to Linden water.

[10:16:57] Kyoko Furse-Barzane (samara.barzane): Then Brooke will work her magic for "Be Mine, Valentine" on Saturday February 13.
[10:17:14] Lilith Ivory: Hi Tor
[10:17:14] Kyoko Furse-Barzane (samara.barzane): Beautiful decor and a great DJ are planned
[10:17:33] Rosie Gray: hi Tor
[10:17:36] Kyoko Furse-Barzane (samara.barzane): In upcoming news the chancellor's LUC representative, Mizou Vavoom and I will be sharing a proposal re:marketing in CDS. So stay tuned!
[10:17:46] Mizou (mizou.vavoom): Hi Tor
[10:17:49] Almut Brunswick: sounds great
[10:18:01] Kyoko Furse-Barzane (samara.barzane): You may wonder what the connection with LUC is, but you'll just have to wait a bit.
[10:18:10] Kyoko Furse-Barzane (samara.barzane): done
[10:18:30] Tanoujin Milestone: Thank you Kyoko. Questions to the Chancellor?
[10:18:56] Almut Brunswick raises hand
[10:19:05] Tor Karlsvalt: Sorry I am late everyone. I had to work and we extended the hours until our noon. Always flurry of activity just at the end of the day.
[10:19:26] Tanoujin Milestone: np, Tor. Almut?
[10:19:29] Almut Brunswick: Kyoko, do you have only Brooke for PIO tasks now?
[10:19:38] Kyoko Furse-Barzane (samara.barzane): yes
[10:19:51] Almut Brunswick: I heard that Laure has quit
[10:20:10] Kyoko Furse-Barzane (samara.barzane): Laure has been working on other projects, including the wonderful COVID garden I mentioned last meeting
[10:20:43] Kyoko Furse-Barzane (samara.barzane): also the covid situation near her has taken 2 people close to her. So she's offline for a bit
[10:20:59] Almut Brunswick: Ah I understand. Thank you!
[10:21:02] Tor Karlsvalt: oh!
[10:21:41] Tanoujin Milestone: okay, anything else?
[10:21:49] Almut Brunswick: not from my side
[10:21:56] Kyoko Furse-Barzane (samara.barzane): done and done
[10:22:06] Tanoujin Milestone: okay. Thank you again
[10:22:24] Tanoujin Milestone: let me come back to the missing minutes :)
[10:22:56] Tanoujin Milestone: Tor, may I hint you that we would expect Minutes of the last RA session as an extra Posting?
[10:23:16] Rosie Gray: otherwise we put you in the stocks ;)
[10:23:24] Tanoujin Milestone: :D
[10:23:29] Kyoko Furse-Barzane (samara.barzane) whispers: and Lilith knows where they are LOL
[10:23:35] Lilith Ivory: lol
[10:23:35] Almut Brunswick: or leave it to Kyoko what to do with you :D
[10:23:37] Kyoko Furse-Barzane (samara.barzane): (she put me in them once)
[10:23:48] Tor Karlsvalt: Sure, I had thought of that. Early on I had to get perms to upload and sort of got pushed back until it was forgotten.
[10:23:52] Tanoujin Milestone: are they LRV?
[10:24:10] Tanoujin Milestone: all fine, just a friendly reminder
[10:24:11] Lilith Ivory: I do have those too
[10:24:19] Tor Karlsvalt: I was thinking tho, shouldn't I just submit them by NC and not post them until they are approved?
[10:24:22] Kyoko Furse-Barzane (samara.barzane): :)

[10:24:22] Tanoujin Milestone: okay, next is LUC
[10:24:37] Almut Brunswick raises hand
[10:24:38] Tor Karlsvalt: then not post*
[10:25:03] Rosie Gray: normally they are posted at the time, Tor
[10:25:17] Tanoujin Milestone: We have to appoint two citizens - just a moment Almut - to the LUC and we have two candidates: Han and Lilith. Yes Almut?
[10:25:27] Almut Brunswick: I would like to request individual voting for the two Citizen Representants
[10:25:37] Tanoujin Milestone: yes, sure
[10:25:43] Almut Brunswick: thank you
[10:26:01] Tanoujin Milestone: Anything to discuss before?
[10:26:23] Rosie Gray: not from me
[10:26:37] Tor Karlsvalt: nor from me.
[10:26:53] Tanoujin Milestone: I nominate Han Held as Citizen Rep to the LUC and ask the question, please vote on her candidacy
[10:26:58] Almut Brunswick: I see it as problematic that one of the candidates is also member of a constitutional instance, so I will vote accordingly.
[10:27:15] Rosie Gray: I second the nomination of Han Held
[10:27:18] Tor Karlsvalt: aye
[10:27:19] Tanoujin Milestone: Noted, Almut, and somewhat understandable
[10:27:20] Almut Brunswick: I second Han's candidacy
[10:27:29] Tor Karlsvalt: oh sorry
[10:27:36] Tanoujin Milestone: np, Tor
[10:28:00] Tanoujin Milestone: i suggest we come directly to voting: all in favor of Han say aye
[10:28:06] Rosie Gray: aye
[10:28:07] Tor Karlsvalt: aye
[10:28:08] Almut Brunswick: Aye!
[10:28:09] Tanoujin Milestone: aye
[10:28:33] Tanoujin Milestone: Excellent, we send Han to the LUC
[10:29:04] Lilith Ivory looks at Delias name in the speakers list
[10:29:09] Tanoujin Milestone: Next candidate: Lilith Ivory. All in favor of Lilith say aye
[10:29:19] Tanoujin Milestone: ah, the list, lol
[10:29:25] Tanoujin Milestone: Thank you Lilith
[10:29:49] Tanoujin Milestone: is it urgent, Delia?
[10:30:05] Tanoujin Milestone: or may we finish voting first
[10:30:06] Delia Lake: I think it's relevant
[10:30:13] Tanoujin Milestone: you have the floor
[10:31:04] Delia Lake: the proposed update to the LUC act is including that not more than one constitutional officer be on the LUC
[10:31:37] Delia Lake: I am recommending that that not apply to the SC but only to the RA and Chancellorship
[10:32:13] Delia Lake: because the LUC is authorized by the RA, and reports to the RA and Chancellor but not to the SC so there is no influence on that account
[10:32:23] Rosie Gray nods
[10:32:50] Delia Lake: and if something were to come before the SC regarding the LUC, the SC members would be obliged to recuse themselves
[10:33:51] Tanoujin Milestone: Let me put it this way: without enacted law, our decision to send more than one officer per branch to the LUC until the next term
[10:33:53] Delia Lake: that's all. and since Lilith is on the SC I wanted to raise this now
[10:34:23] Lilith Ivory: Thank you Delia :)
[10:34:24] Tanoujin Milestone: we come back to this at 6
[10:34:32] Delia Lake: done
[10:34:36] Almut Brunswick: Yes, I was about to say that
[10:34:38] Tanoujin Milestone: thank you Delia
[10:34:48] Tanoujin Milestone: without enacted law, our decision to send more than one officer per branch to the LUC until the next term is valid
[10:35:23] Tanoujin Milestone: so let us talk about that when we arrive at that agenda item
[10:36:01] Tanoujin Milestone: Soo, i hope no one feels railroaded?
[10:36:05] Second Life: Rosie Gray gave you RA Transcript start Jan 30, 2021.
[10:36:14] Tanoujin Milestone: Can we vote on Lilith for the LUC now?
[10:36:22] Almut Brunswick: All good, it does however not change my opinion even under the old law
[10:36:35] Almut Brunswick: Yes please
[10:36:37] Rosie Gray: I nominate Lilith Ivory for LUC
[10:36:43] Tor Karlsvalt: I second
[10:36:50] Tanoujin Milestone: Vote please
[10:36:53] Tor Karlsvalt: aye
[10:36:59] Tanoujin Milestone: aye
[10:37:00] Rosie Gray: aye
[10:37:00] Almut Brunswick: Nay!
[10:37:20] Tanoujin Milestone: :) We have three ayes, majority rules
[10:37:28] Almut Brunswick: of course
[10:37:28] Tanoujin Milestone: Lilith is sent to the LUC
[10:37:41] Lilith Ivory: Thank you , Rosie, Tan and Tor :)
[10:38:29] Tanoujin Milestone: ;) I would like to know the date and time of the constitutive meeting of the LUC. Who is responsible to initiate the process?
[10:38:47] Mizou (mizou.vavoom): Good question
[10:39:23] Tanoujin Milestone: Mizou, I would love to volunteer you.... could you make a doodle?
[10:39:24] Rosie Gray: perhaps we can talk about a first meeting time for the LUC after this meeting
[10:39:28] Almut Brunswick: Actually the RA, because the term of the LUC is bound on the RA's term
[10:39:45] Rosie Gray: or... Tan's suggestion works
[10:39:49] Almut Brunswick: So Rosie cold make the proposal
[10:39:54] Mizou (mizou.vavoom): ye sure Tan
[10:40:06] Tanoujin Milestone: *hugs Mizou
[10:40:07] Rosie Gray: I can, sure
[10:40:10] Mizou (mizou.vavoom): :)
[10:40:13] Rosie Gray: I'll make a doodle :)
[10:40:28] Mizou (mizou.vavoom): Thanks Rosie
[10:40:41] Tanoujin Milestone: Thank you very much!
[10:40:56] Tanoujin Milestone: And now, as always the LUC report
[10:41:12] Tanoujin Milestone: https://forums.slcds.info/viewtopic.php?f=67&t=9651
(no minutes available)
[10:41:26] Tanoujin Milestone: Is there anything to report?
[10:41:37] Mizou (mizou.vavoom): mea culpa
[10:41:43] Tanoujin Milestone: Almut, you were in the chair....
[10:41:59] Rosie Gray whispers: off with her head!
[10:42:03] Almut Brunswick: Yes, we just got the transcript
[10:42:04] Rosie Gray: oops
[10:42:09] Rosie Gray: ;)
[10:42:16] Tanoujin Milestone: hoppla :D
[10:43:04] Rosie Gray: hello Han
[10:43:09] Lilith Ivory: Hi Han :)
[10:43:12] Almut Brunswick: Mizou, did you write anything offline for our last meeting?
[10:43:21] Tanoujin Milestone: Hi Han :) You are sent to the LUC, congrats
[10:43:27] Mizou (mizou.vavoom): We could look at the previous minutes not much different
[10:43:31] Han Held: Hi, lil! :)
[10:43:34] Han Held: Hi, everyone
[10:43:40] Han Held: Thanks, Tan :) :)
[10:43:43] Almut Brunswick: let me quickly check the agenda
[10:44:03] Tanoujin Milestone: If there is nothing important to report, like a cliffhanger or so, it is okay
[10:44:04] Mizou (mizou.vavoom): Hi Han
[10:44:40] Almut Brunswick: Ah yes, let me briefly summarize
[10:44:49] Tanoujin Milestone: yes, nice!
[10:44:57] Tanoujin Milestone: go ahead please
[10:45:54] Almut Brunswick: Missing roadway to a parcel close to the lake at Monastery: The project has been finished and approved by our former Chancellor Rosie Gray. Thank you to all including Delia and Mizou who helped to get it finished before the end of the term.
[10:46:20] Tanoujin Milestone: cheers!
[10:47:12] Almut Brunswick: We had a brief status report by Sudane about the LA Coast Line Renewal project for the southwest corner. Her work was finished at that time. We discussed how to win more new citizens to settle down there, but with open result. So it will need to be continued.
[10:47:13] Tor Karlsvalt: yay!
[10:47:49] Almut Brunswick: Signage: Sudane gave another brief status report about her ongoing work.
[10:48:04] Almut Brunswick: Now new business left over from last term
[10:48:26] Rosie Gray: I believe that signage was Mizou's report
[10:48:35] Mizou (mizou.vavoom): yes
[10:48:54] Almut Brunswick: Oh yes, sorry! I read the wrong line
[10:49:04] Tanoujin Milestone blinks
[10:49:35] Almut Brunswick: So I think that this project will continue this term as well
[10:49:45] Mizou (mizou.vavoom): agrees
[10:50:15] Almut Brunswick: So no further leftovers from last term when Mizou does not have to add anything yet. Done
[10:50:27] Mizou (mizou.vavoom): yes i can add
[10:50:29] Mizou (mizou.vavoom): Almut asks to rename Marketplatz to Marktplatz so that it is actual German and not Deutlish
[10:50:38] Tor Karlsvalt: hehe
[10:50:39] Almut Brunswick: :)
[10:50:49] Mizou (mizou.vavoom): so same for any not so German names
[10:51:01] Almut Brunswick: That applies for Neufreistadt
[10:51:06] Tanoujin Milestone: ohhh, but not the Urusulastrasse!
[10:51:17] Lilith Ivory: and not Catfart :)
[10:51:18] Tanoujin Milestone: anyway, just kidding
[10:51:19] Almut Brunswick: Urusula?
[10:51:28] Tanoujin Milestone: yes, it is a real SL name
[10:51:29] Han Held blinks
[10:51:35] Tanoujin Milestone: so do not make it Ursula
[10:51:49] Almut Brunswick: oha...somebody created an avatar very late in the evening...
[10:51:49] Tor Karlsvalt: hehe, loves Cartfart
[10:51:54] Tanoujin Milestone: ok, time is running
[10:51:55] Han Held: I hope we aren't going to change the names of anything correpsonding to historical/cds folks
[10:52:10] Tor Karlsvalt: Neufreistadt can't be German?
[10:52:13] Tanoujin Milestone: people ,that is up to the LUC ;)
[10:52:15] Han Held: mind you, I haven't had coffee so if you're kidding that would explain the very loud woosh ;)
[10:52:33] Tanoujin Milestone: Citizen Concerns please
[10:52:42] Tor Karlsvalt: yes, those name reference our founders, some of them anyway.
[10:52:43] Rosie Gray notes the time and all of the other items on the Agenda
[10:52:46] Tanoujin Milestone: Dear citizens, this is your chance
[10:53:17] Tanoujin Milestone: Rosie, I would keep it to 90 minutes per meeting
[10:53:25] Tanoujin Milestone: we are at citizen concerns
[10:53:29] Rosie Gray: thank you, Tan
[10:53:30] Tanoujin Milestone: i hear non
[10:53:49] Tor Karlsvalt raise the drawbridge
[10:53:51] Tanoujin Milestone: RA member concerns
[10:54:06] Tor Karlsvalt: none at this time form me.
[10:54:17] Tanoujin Milestone: I have 3 concerns that can be covered real quickly.
[10:54:24] Tanoujin Milestone: *really
[10:54:39] Rosie Gray listens
[10:54:55] Tanoujin Milestone: Tor, you would update us if there happens something on the Linden Water Front?
[10:55:07] Tor Karlsvalt: Sure
[10:55:10] Tanoujin Milestone: https://forums.slcds.info/viewtopic.php?f=8&t=9646
[10:55:19] Tanoujin Milestone: ok, point two:
[10:55:28] Kyoko Furse-Barzane (samara.barzane) raises her hand
[10:55:37] Tanoujin Milestone: Yes, Kyoko?
[10:56:46] Kyoko Furse-Barzane (samara.barzane): What Mizou and I are working on would replace some of the functions of The Welcome Committee. I'd like to propose that we hold that until we share our new proposal in a few weeks
[10:56:49] Kyoko Furse-Barzane (samara.barzane): done
[10:57:17] Tanoujin Milestone: Interesting. So we wait a few weeks
[10:57:23] Tanoujin Milestone: thank you Kyoko
[10:57:32] Kyoko Furse-Barzane (samara.barzane): Thank you
[10:57:40] Tor Karlsvalt: Do you want to hear from me now?
[10:57:41] Almut Brunswick: (Delia is on the list yet)
[10:57:58] XD-Moderator Speaker List v2.36: You are now On the List to Speak. You Can Click the Device Again to Remove your Name.
[10:58:26] Tanoujin Milestone: I would like to skip the question re Referenda, we can come back to that when we are bored, and Delia is left over , she did not remove her name. Yes Tor?
[10:58:34] Tor Karlsvalt: sure
[10:58:48] Tor Karlsvalt: Well I have a proposal bouncing around in my head.
[10:58:58] Delia Lake: I have one more comment on the proposed LUC legislation update when that is appropriate
[10:59:19] Tor Karlsvalt: I am thinking the best place for us is SW [correction insert SE] of Glorieux.
[10:59:21] Tor Karlsvalt: Glorieux (98,21,41)
[10:59:27] Tanoujin Milestone rubs their nose
[10:59:38] Tanoujin Milestone: ater Tor, Delia
[10:59:43] Tanoujin Milestone: *after
[11:00:19] Tor Karlsvalt: I think it would be good to see if LL will make an exception for us regarding their posted policy on connections to mainland.
[11:01:21] Tor Karlsvalt: To keep us connected but far enough from mainland to avoid some of the less desirable aspects I was thinking we could ask that LL extend Linden water two regions from Genereaux.
[11:01:41] Tor Karlsvalt: We would then connect SW [correction insert SE] of Glorieux.
[11:01:59] Tor Karlsvalt: The linden water would buffer us from the mainland but connect.
[11:02:16] Tor Karlsvalt: We can sail north to the Blake from this location.
[11:02:16] Tanoujin Milestone: ok ic
[11:02:26] Almut Brunswick: good for a yacht race circuit:)
[11:02:34] Tor Karlsvalt: true
[11:03:05] Tor Karlsvalt: even without the Blake, there is quite a lot of Linden water along that coastal waterway.
[11:03:30] Tor Karlsvalt: Advantage would be that we can have LA as our port. Then you all can have fun with a lighthouse.
[11:03:31] Tor Karlsvalt: hehe
[11:03:34] Tor Karlsvalt: Done
[11:03:45] Tanoujin Milestone: thank you Tor
[11:03:51] Almut Brunswick: How will negotiate this with LL?
[11:04:10] Mizou (mizou.vavoom): :)
[11:04:18] Rosie Gray: this would have to be done by Sudane as the official sim owner
[11:04:23] Tanoujin Milestone: as always: Play big boss and show them money
[11:04:28] Tor Karlsvalt: Well when RA has drawn up a real proposal, we would have to ask Rudeen to ask for the move.
[11:04:31] Han Held: heh
[11:04:32] Tor Karlsvalt: They might balk.
[11:04:51] Rosie Gray: I think this is big and we need to study it a bit
[11:04:56] Rosie Gray: but I love the concept
[11:05:01] Tor Karlsvalt: We can counter that we are 1 old and established, 2 a real community, 3 unique and part of SL history.
[11:05:12] Tor Karlsvalt: and four
[11:05:13] Almut Brunswick: nods
[11:05:18] Tanoujin Milestone nods
[11:05:38] Tor Karlsvalt: four it seems LL has not followed their own policy when it seems fitting.
[11:05:50] Tanoujin Milestone: okay, I guess this was that so far?
[11:05:56] Tor Karlsvalt: They might say to forget it
[11:06:04] Tor Karlsvalt: but then at least we tried.
[11:06:13] Tanoujin Milestone: Delia, let me call the next item and give you the floor
[11:06:34] Tanoujin Milestone: 6. Old Business from the 33rd Term
6.1 Land-Use Commission Act (Revision of CDSL 34-01
[11:06:47] Tanoujin Milestone: Discussion: https://forums.slcds.info/viewtopic.php?f=1&t=9527
Rosies Draft: https://forums.slcds.info/viewtopic.php?p=49986#p49986
Tan's Revision: https://forums.slcds.info/viewtopic.php?p=49999#p49999
Final Draft: https://forums.slcds.info/viewtopic.php?p=50087#p50087
[11:06:50] Delia Lake: Thank you
[11:06:55] Tanoujin Milestone: Delia, you have the floor
[11:07:37] Delia Lake: My other comment is that although I believe it is not a conflict to have more than one member of the SC as a member of the LUC also
[11:07:46] Delia Lake: I strongly believe
[11:08:06] Delia Lake: that no one who holds another constitutional office should be LUC Chair
[11:08:32] Almut Brunswick: Valid point!
[11:08:38] Delia Lake: So that I for instance or Rosie, or Lilith would not be eligible to be LUC chair this term
[11:08:59] Delia Lake: I think that should be included in the bill
[11:09:39] Delia Lake: as it would most certainly be a conflict of interest
[11:09:41] Delia Lake: done
[11:09:50] Tanoujin Milestone: thank you Delia
[11:10:33] Tanoujin Milestone: we can focus on the last proposal Almut made: to add a paragraph 2I)
[11:10:50] Tanoujin Milestone: so there would this suggestion go, I believe
[11:11:17] Tanoujin Milestone: let me quote it: To avoid conflicts of interests and to exclude any danger of dominance caused by the fact that more than one member of a constitutional institution are in the LUC, only one member of a constitutional institution must be elected to become member of the LUC regardless of the dispatching instance.
[11:11:33] Tanoujin Milestone: Delia, please remove your name from the stick
[11:11:39] XD-Moderator Speaker List v2.36: Current Speaker is Now: Tor Karlsvalt
[11:11:47] Tanoujin Milestone: thank you
[11:12:00] Tanoujin Milestone: Almut, your comment please
[11:12:12] Almut Brunswick: (Tor, pleas do the same)
[11:12:23] Tanoujin Milestone: Tor is off already
[11:12:35] Tanoujin Milestone: oh, no, he isn’t. lol
[11:12:50] Tanoujin Milestone pokes Tor: "the stick, the stick"
[11:12:57] Rosie Gray: lol
[11:13:06] Tor Karlsvalt: no sorry
[11:13:24] Tanoujin Milestone: Tor, do you want to speak?
[11:13:28] Almut Brunswick: I like Delia's last proposal that in any case the LUC Chair should not have another constitutional function or even office. That would be indeed against the original idea to have a *neutral* advisory NGO for the RA and the Chancellor
[11:13:57] Tor Karlsvalt: um sorry
[11:13:59] Tor Karlsvalt: No
[11:14:13] Tor Karlsvalt: I clicked it earlier when I thought I would be after deliea
[11:14:29] Tor Karlsvalt: Delia*
[11:14:30] Tanoujin Milestone: you can speak after Almut if you want
[11:14:41] Almut Brunswick: About the exception of the SC, I must say that I disagree. Sitting in the LUC and forgetting for this time not to be a member of the SC does not work. And if so, same could apply for two RA members or two executive officers.
[11:15:01] Tor Karlsvalt: No, you were kind to allow me to speak earlier.
[11:15:12] Tanoujin Milestone: kk
[11:15:13] Almut Brunswick: The SC is the supervising body of the RA and the LUC is reporting to the RA
[11:15:46] Han Held: (supervising? )
[11:15:53] Delia Lake raises her hand
[11:15:56] Almut Brunswick: so the RA could come into a "tweezers situation"
[11:16:17] Kyoko Furse-Barzane (samara.barzane): Let Delia reply
[11:16:24] Almut Brunswick: Done
[11:16:26] Rosie Gray patiently waits
[11:16:38] Tanoujin Milestone: thank you Rosie - Delia please?
[11:17:52] Delia Lake: The SC is not a supervising body to the RA. The SC has the responsibility on ensuring that laws that the RA passes are consistent with the Constitution but has no supervisory role so far as the RA is concerned
[11:18:06] Tanoujin Milestone: I will work down the speakers list and ask for tabling the topic then
[11:18:50] Delia Lake: done unless there are further questions or comments regarding the SC
[11:19:05] Tanoujin Milestone: Rosie, please?
[11:19:12] Rosie Gray: thank you Tan
[11:19:36] Rosie Gray: I was going to make the point that Delia just made, that the SC is not a supervisory body of the RA. Thanks for clarifying that Delia
[11:19:47] Rosie Gray: the other point that I wanted to make is that whoever is chair of the LUC
[11:20:05] Rosie Gray: needs to remember that their primary purpose is to run the meeting fairly
[11:20:14] Rosie Gray: it is not to promote their own Agenda
[11:20:23] Mizou (mizou.vavoom) nods
[11:20:30] Kyoko Furse-Barzane (samara.barzane) nods also
[11:20:38] Han Held nods a third
[11:21:01] Rosie Gray: and so that even if someone who is on another functionary body becomes the Chairperson, it shouldn't become a conflict of interest
[11:21:31] Almut Brunswick: that makes sense, Rosie
[11:22:19] Rosie Gray: I'm also thinking about the issue of there being the same people... all of us here in this room... that end up volunteering for these committees so that it would often make it impossible to find someone who is not already a functionary, somewhere.
[11:22:21] Rosie Gray: done
[11:22:39] Tanoujin Milestone: hear, hear
[11:22:49] Tanoujin Milestone: Han, you have the floor
[11:23:10] Han Held: Thank you -and thank you Rosie for giving me a good launching-off point to say what I wanted to say
[11:23:24] Han Held: I'm staring at an empty chair to Tor's right
[11:23:29] XD-Moderator Speaker List v2.36: Current Speaker is Now: Han Held
[11:23:29] XD-Moderator Speaker List v2.36: Your Name has Been Removed From the List of Speakers
[11:23:37] Han Held: ...and we're proposing to limit participation ...at all?
[11:23:48] Han Held: In my opinion that's the wrong direction to be going on.
[11:24:23] Han Held: The LUC is intended to be an advisory committee, we aren't talking about holding the purse strings to the CDS.
[11:24:36] Han Held: I think we should table any talk of participatory limits until such time as
[11:24:36] Rosie Gray nods
[11:24:55] Han Held: we have at least 2 consecutive "real" elections
[11:25:06] Han Held: which would prove an interest in participation.
[11:25:08] Han Held: Done
[11:25:14] Tanoujin Milestone: thank you Han.
[11:25:23] Kyoko Furse-Barzane (samara.barzane): hear hear!
[11:25:54] Tanoujin Milestone: I move for tabling this along with the rest of old and new business and ask you to discuss on the forums
[11:26:06] Almut Brunswick: Second
[11:26:10] Tanoujin Milestone: vote
[11:26:15] Almut Brunswick: Aye
[11:26:18] Tanoujin Milestone: aye
[11:27:02] Rosie Gray: aye

[11:28:04] Almut Brunswick: on two new waters sims towards Blake Sea

[11:28:16] Kyoko Furse-Barzane (samara.barzane) grins
[11:28:43] Tanoujin Milestone: 9. Next RA meeting: what about in a fortnight?
[11:29:14] Almut Brunswick: Sounds good for me. Same time? It depends on Tor a bit, I remember
[11:29:37] Delia Lake thinks about her sailboat in dry-dock
[11:29:37] Tor Karlsvalt: oh I think that is good.
[11:29:41] Tor Karlsvalt: hehe
[11:29:49] Tor Karlsvalt: That is the 13th
[11:30:01] Tor Karlsvalt: No OT. We have a three day weekend
[11:30:06] Kyoko Furse-Barzane (samara.barzane): there is an event that day at noon btw

[11:31:13] Tanoujin Milestone: Rosie?
[11:31:25] Rosie Gray: yes it's okay for me
[11:31:27] Tor Karlsvalt: We just have to cut for the event. Wise thinking
[11:31:46] Tanoujin Milestone: Okay, we will meet Saturday 13 Feb, 10AMSLT
