Summary

The RA meet at the Praetorium in Colonia Nova on Saturday, 27 February 2021. In attendance were RA members; Almut Brunswick, LRA Pro Tempore; Rosie Gray, RA LUC Rep; and Tor Karlsvalt, Archivist. Also present were: Chancellor Kyoko Furse-Barzane and citizens Em Warden and Mizou Vavoom. Almut called the meeting to order due the absence of the LRA. The RA could not vote on significant items as an agenda had not been posted 24 hours before the meeting. The Chancellor reported on Mizou Vavoom having an entry in the The Home, Garden & Breedables ExpoExpo and Brooke Brandenburg opening a biker bar in Locus Amoenus. Mizou included CDS marketing in her entry at the Expo. Chancellor Kyoko described the Lantern Festival held the day before and announced the next CDS event: Live with Djembe Dragonfire", March 6, 12noon-2pm.

The next RA meeting was scheduled for Saturday, March 13, 2021, 10 AM SLT.

[11:09:22] Tor Karlsvalt: Consequently, I felt I could not post the law as merely an update of the 21-01.
[11:10:21] Tor Karlsvalt: Can I add a second motion regarding the other act enacted that day?
[11:11:33] Almut Brunswick: In RL laws - at least here in Germany -, there are two formal paragraphs at the end of the text which regulate three things: 1. When there was an older law, it is defined that and how the new law replaces it. 2. The date when the law has been passed the legislature, and 3. The date when the law will come into power.
[11:12:56] Almut Brunswick: I think that would also meet the next top 7.1 the SC brought up: How can they know that a law has passed our RA meeting? This way, it would be clearly said.
[11:13:01] Almut Brunswick: Done.
[11:14:18] Tor Karlsvalt: It might be necessary for RA to approve my designation of the Transparent Region Development Act as CDSL 34-02. The actual motion for the act referenced the act as 35-01. That was a typo I am sure re the 35 and the 01 stemmed from thinking the 34-01 would merely revise 21-01.

[11:14:59] Tor Karlsvalt: We tied a bit of a knot
[11:15:40] Almut Brunswick: Well, we removed a complete paragraph from a previous law and made it part of a new one.
[11:16:07] Almut Brunswick: So in fact we updated the Public Service Act, too
[11:16:18] Almut Brunswick: and we would need to vote about it, too
[11:16:29] Tor Karlsvalt: No that is fine.
[11:16:34] Almut Brunswick: because we removed something.
[11:16:45] Tor Karlsvalt: I made a note about the part that was stricken
[11:17:07] Tor Karlsvalt: and removed it from the act. I think the deleted part is in the footnote.

[11:17:55] Tor Karlsvalt: updated and amended by the 34th RA, February 13, 2021 to strike Section D. Transparent Region Development Guidelines which read, “Permanent changes to public land, outside of the seasonal tree and ground texture changes and official CDS temporary structures for events, have to be announced in the forums and allow a comment period of 10 days, to make sure the interests of neighboring parcel owners are taken into account. Public spaces have to be developed in accordance with policy and changes need to be subject to public comment and review.”

[11:19:04] Almut Brunswick: because it has not just been stricken, it has moved to a more meaningful context

[11:21:04] Almut Brunswick: I disagree. This way, it could be assumed the passage has completely been deleted. There is no trace or evidence that the regulation is still part of teh Code of Laws.
[11:21:57] Tor Karlsvalt: I have no problem referencing 34-02 as the reason for the revision.
[11:22:16] Almut Brunswick: A footnote like: The paragraph has been moved to the Transparency Act.
[11:22:37] Almut Brunswick: Yes, that would be perfect. Just to make the chain for tracing gapless.
[11:23:04] Tor Karlsvalt: Sure. Naturally what is understood today can become a huge controversy later.
