Notification that the SC will review the validity of RA meet

I have notified the LRA that the SC has flagged for review the validity of the RA meeting held on Saturday April 28th.

Rationale:

From the Rules of Procedure for the RA:

1. The Leader of the RA (LRA) will determine the proposed agenda for each meeting, and publish it on a notecard and on the forum at least 24 hours before each meeting.

The intention of this Rule is clearly to ensure that the citizens of CDS are aware a RA meeting is taking place, and what business, Laws and Amendments might be addressed.This allows citizens to attend if they choose, and to speak regarding proposed laws etc.

No notice of this meeting was posted, nor was an Agenda made public prior to the meeting. The only official notification that this RA meeting was taking place was an in-world group notice at the start of the meeting although both a law and a Constitutional Amendment were to be discussed.During the last election there was major discussion regarding the transparency the citizenry expects of its RA, especially where Constitutional issues and meetings of the RA are concerned.

This flagging is NOT to examine the Constitutional correctness of the law or Amendment passed; it is expressly to establish if the April 28th meeting of the RA was, or was not, a valid meeting.

There is no belief of any ill-will or intent to exclude citizens from the process; this is an error of Rules of Procedure as the result of technical and RL issues for the LRA that are difficult to predict or control. There were, however, options for notifying the citizenry through the posting of a meeting announcement or Agenda by the LRA pro tem. or by another member of the RA. IF no such options were available, it would have been appropriate to reschedule the meeting to a time and date that allowed for full notification of the citizenry.

This review will be on the Agenda of the next SC meeting currently scheduled for May 6th at 8 AM. (There may be a date or time change for this meeting due to RL conflicts, but any change, and the Agenda, will be posted to this Forum.

The meeting of the SC has been changed to 8 AM SLT on Saturday, May 5, 2012, as posted in the Announcements of the Scientific Council Announcements http://forums.slcds.info/viewtopic.php?f=3&t=3820
