On 8 July the RA posted to the Forum text simply updating old language, from “City” to “CDS”, http://forums.slcds.info/viewtopic.php?f=1&t=9045
This Forum discussion then grew to consider increasing the USD reserves amount and then to the larger issue of a planned or unplanned succession of the Estate Owner and Treasurer. Because of the additional unresolved issues raised, the RA did not hold the intended vote on 23 July to approve the proposed text.

Sudane has stated that she feels that the main issue is not how many months of LL tier is available in the USD account, but that the most important concern is how to manage a planned or unplanned transition of the Estate Owner and Treasurer.

At this point I would like to see updated language to reflect 'the CDS' instead of 'the City', and to leave the question of succession for when we have a full discussion and find a solution. Also, let's leave the name of the act as "NL 4-6 Financial Reserves Act".

The other question of succession is far more complex.

I would be happy to simply modify NL 4-6 with updated language as the 31st RA originally intended and then address the issues of succession separately.
