The CDS Constitution can be found on the portal here:

The Constitution is a foundation document of CDS, defining citizenship and the roles and limitations of the three arms of governments. Changes to the Constitution can only be made with a 2/3 majority vote of the Representative Assembly (RA).
No laws passed by any RA can conflict with, or override, the Constitution.

The CDS Constitution
People often say that, in a democracy, decisions are made by a majority of the people. Of course, that is not true. Decisions are made by a majority of those who make themselves heard and who vote -- a very different thing.
