<A quorum is one over half the members, so if we have 3 approved members (out of 4) present, our votes will be valid. There is no reason, however, that projected members cannot participate fully, other than in making motions and voting.
<This is an internal meeting, so if citizens show up, they are welcome to observe, but, unless called upon for their particular expertise, would be asked not to participate until close of meeting question period.
