Minutes LUC Meeting 11/15/14
Held at the lower Praetorium Hall

Attending: Leslie Allandale, Josie Cooperstone, Tor Karlsvalt, Rosie Gray, Shep, anti Wirefly.

Guests: Callipygian Christensen, Soro, Delia Lake, Catz Jewell Lane, Widget Whiteberry.

Tor calls the meeting to order at 08:07:42.

A.Elect Chair, Vice Chair, Secretary
Tor notes the first order of business is to elect a chairperson. Josie nominates Leslie, Rosie seconds, and Leslie is voted the new and First Chair of the LUC.

Leslie calls for nominations for a Vice-chair. Tor nominates Josie, Rosie seconds and the vote passes.

Leslie calls for nominations for someone to take minutes and post to the Forum. Rosie nominates anti, Josie seconds and the vote passes.

B.Establish Commission membership rotation, and forward to RA for approval.
Leslie requests that a recommendation for member term rotation be sent to the RA. Discussion was started based on Leslie's prepared suggestions. Josie questions if there is established precedent for length of commissioner terms, Leslie replies there is not. Josie questions if there should be a line for resignation procedure, Leslie replies that procedure is already spelled out in the law:
"A member may resign or be removed from office at the discretion of the RA upon the recommendation of their nominator. This resulting vacancy, or the vacancies due to end-of-term, shall be filled according to the legislated process, the new member(s) assuming the term of the member(s) replaced."
Leslie notes that the RA can adjust language of the recommendation if they like.
Leslie submits the amended suggestions:

1. Members terms shall last, at the pleasure of the CDS Representative Assembly, until replaced by a new member, confirmed by the assembly.
2. The RA shall nominate its member at the beginning of its term.
3. The Chancellor's Office shall nominate its representatives at the beginning its term.
4. The Guild and RA shall each nominate one of its citizen-members at the mid-point of its session to replace its member whose 12 month term is expiring. The first appointments shall be for two, each, one for 6 months, the other for 12.

Tor moves to send Leslie's plan on member rotation to the RA. Josie seconds, and the motion passes unanimously. Callipygian questions if members can only be removed on the recommendation of the nominator. Leslie replies that members serve at the pleasure of the RA and nominators can request RA to replace. Leslie notes that this should be made more clear and agrees to work on it.

C.Establish meeting format: Time limits, Rules of order, etc
Leslie questions if meetings should have a set date and time. Tor suggests that a regular meeting held frequently would be most suitable to hear concerns regarding builds by citizens. Rosie offers to draft a proprosed procedure to expedite build inspections. Tor moves that Rosie, with input from other members, write a proposal on how to proceed with build inspections and Commission oversight. anti seconds and the motion passes. Josie moves that regular meetings should occur at least once every month and that Doodle should be used to determine the day and time. The motion carries.

D.Adopt a prioritized "to do" list for future meetings.
Item was tabled for the next meeting.

Leslie notes that there are at least 7 items that the LUC needs to address and proposes that they be chaired by one of the members with the commission sitting as a special committee.

E.Agree on an outline for a 2nd-meeting agenda.
Item was tabled for the next meeting.
Leslie agrees to write up a motion on distribution of responsibility for approval next meeting.

Tor moves to adjourn, anti seconds and the motion passes. Meeting is adjourned at 09:49.
