While we are reforming things let's talk about the one area that sets the bar for the most important issues in CDS in that its purity and validity is the cornerstone of what makes us a true democracy.

Having a voting list that is as pure as possible. One person one vote is the most important issue facing us today in CDS ... the violation of this by people who would want to have unfair advantage would be a detriment to the purity of our voting system.

VOTING BY PROXY -- ( as this has been a point of discussion recently, making a statement about this for every citizen to "sign" and declare they are who they say they are not voting by proxy. )

Having people make a signed declaration of ONE human ONE vote in order to participate in the election process.

Checking IP addresses via the voting system with a statement of multiples citizens for which this occurs to prevent fraud by voting multiple times.

Absentee tier payers .. those who do not log into SL except to vote might want to be addressed. With our current HIPPO box, a person can now pay tier for 3 months, wait til they are almost 90 days in arrears and pay the parcel to catch up, literally being in world one or two times in a term but still being able to vote. Is this really what we want to encourage? I think not. Our system could be tweaked to ENCOURAGE participation not have a list of absent voters who vote and pay a few lindens. I would think a discussion on this point and a study of the actual amount of participation that is needed for someone to truly be an "informed voter" with the likelihood of participation might discussed.
