Regarding Legislation Drafts Posted in separate topics

Explanation and rationale for the legislation drafts I am posting as individual topics:

The SC identified a need for a clear, efficient way to conduct by-elections because the only guidance currently in the Constitution is:
Vacancies in RA positions will be filled by by-election administered on a schedule set by the Scientific Council consistent with other applicable CDS law.

As a result of those discussions the desire for a specific process of official resignation was also identified.

Research of existing laws also identified a potential conflict with CDSL 16-04 Citizenship membership publication for election purposes. This conflict is addressed as a suggested amendment to CDSL 16-04 Citizenship membership publication for election purposes, also as a separate topic.

I consulted with Jon Seattle about election technology and with Sudane about the census, to ensure that all actions suggested in these drafts can be performed.

These are drafts, open for discussion and editing before a request to place them on a RA agenda. Since the RA will not be meeting for at least two weeks, that should allow a reasonable time for discussion here.

People often say that, in a democracy, decisions are made by a majority of the people. Of course, that is not true. Decisions are made by a majority of those who make themselves heard and who vote -- a very different thing.
