CDSL 16-04 Citizenship membership publication for election purposes currently states:

4. Any citizen may challenge the inclusion or omission of an avatar on the Citizen List by petitioning the Scientific Council. Any such petition challenging the Citizen List must be received by the Dean of the SC no later than midnight SLT, 21 days after that Citizen List is published. The SC will make every effort to resolve such challenges within 7 days, so that nominations and elections can proceed with an accurate Citizen List.

While this timeframe appears to allow elections to proceed on schedule, based on the need for a 28 day space between census/Citizen List and campaigning or polling, there is the potential for this not to occur. The SC is required to give 48 hours notice of an extraordinary meeting, meaning that the earliest resolution of a challenge will take 24 days. Since the meeting must be quorate, an additional day or two may be required. If the challenge is complex and cannot be resolved without further research there would be additional delay. Since the official candidate list and the Citizens List must be available for the creation of the polls, submitting this information 2 or 3 days before the polls must open creates a risk that polling cannot begin at the designated time.

Previously a perceived delay in opening the polls has led to protesting in the streets, so polling beginning on the required date is clearly of utmost importance to the citizenry.

A 14 day deadline to challenge a published document still allows the populace ample time to inspect the list and submit any challenges.

People often say that, in a democracy, decisions are made by a majority of the people. Of course, that is not true. Decisions are made by a majority of those who make themselves heard and who vote -- a very different thing.
