Second Representative Assembly Meeting of the 39th Term
Saturday, August 19, 2023, 09:30 SLT

Attending: Almut Brunswick, Jerry McNally, Rosie Gray, Sandy Burgess
Also attending: Delia Lake, Gwyneth Llewelyn, Moon Adamant, Tor Karlsvalt

1 Administrative Business

1.1 Approval of the Agenda
Motion to approve the agenda as presented. Rosie 1st, Jerry 2nd, all in favour, motion carried.

1.2 Review and Approval of the Minutes of the First RA Meeting on June 10, 2023
Motion to approve the minutes as presented. Sandy 1st, Rosie 2nd, all in favour, motion carried.

1.3 Election of a new RA Leader
Due to the long absence of the current LRA, nominations for the position of Leader of the Representative Assembly for the remaining term were called for. Rosie Gray nominated Almut Brunswick. Jerry McNally seconded the nomination. Almut was unanimously elected LRA.

1.4 Election of a new Pro Tempore RA Leader
Almust moving to LRA left the Pro Tempore RA Leader position vacant, and so nominations for this position were called for. Almut nominated Rosie, Sandy Burgess seconded the nomination. Rosie was unanimously elected LRA Pro Tempore.

2 Executive Report

The Chancellor began his update by thanking various members of the community for their work with the SL20B build and exhibition. The number of CDS citizens remains at roughly 75, with hopefully a few more once tier commitments are resolved. Upcoming CDS events include a Velvet Rose caberet for August 26 and more monthly seminars from Joaquin Gustav, as well as the weekly Swing Time with Bea McMahon. As well as the various group chats, it was suggested that promotion for these events could also take place on the Passport groups too. Tor then presented his budget proposal for the 39th Term. In light of the delay start to proceedings for this term, the LRA suggested that the Representative Assembly could vote on approving the budget even though it was not quite published 24 hours in advance of the meeting. It was noted that the proposal did not include the domain renewal expense that had just paid, so Tor amended his proposal and re-presented it. Following this, the Assembly debated the various differences between this proposal and the budget for last term. Motion to accept the revised budget proposal as presented. Almut 1st, Sandy 2nd, all in favour, motion carried.

3 Land-Use Commission Report

Nothing to report.

4 New Business

4.1 New Guild Act to replace the current LUC Act
Various debates have previously taken place on how to resolve the overlap between the Land Use Commission and the Artisan Guild (RA minutes, forum discussion). The LRA informed the Assembly that the Artisan Guild recently voted to adopt a new Charter which would see it take the place of the Land Use Commission and become a formal part of government. In order to accept the change in status of the Artisan Guild from a non-governmental organisation to being part of the government, an Act to this effect is required. Almut and Jerry agreed to draft a proposal and share it for discussion on the Forum. Once this Guild Act is agreed and adopted, the Artisan Charter would need to be adjusted to take this legal basis into account and re-adopted, and then finally the outgoing Land Use Commission Act could be retired.

4.2 Call for a MoCA Curator
Almut announced that Kyoko has volunteered to be the curator of the Museum of Contemporary Art again. Motion to vote for Kyoko as MoCA Curator. Almut 1st, Jerry 2nd, all in favour, motion carried.

5 Citizen Concerns

A concern was raised over the process to fill the vacant Representative Assembly seat, given that the outgoing member had not formally resigned. Because the current term is now almost half way through, it was felt that there was not enough time to organise a by-election and call for candidates at this point, so the seat will remain vacant.

6 RA Member Concerns

None.

7 Announcements

Upcoming CDS events, including the opening of the "Pensive" exhibition at the Black Tulip Gallery and the Velvet Rose Cabaret, are displayed on the CDS Google Calendar, as shown on the cdsdemocracy.org homepage.
