Representative Assembly Meeting

1 Administrative Business

1.1 Approval of the Agenda

The sixth RA meeting of the 39th term was called to order by Almut Brunswick, the chairperson, at 10:03 on October 14, 2023. The agenda was corrected to reflect the date of the fifth RA meeting as September 24, 2023. The corrected agenda was moved by Jerry McNally, seconded by Sandy Burgess, and approved unanimously.

1.2 Review and Approval of the Minutes of the Fifth RA Meeting on September 24, 2023

The minutes of the fifth RA meeting on September 24, 2023 were posted in the forum. The minutes were moved by Almut Brunswick, seconded by Sandy Burgess, and approved unanimously.

2 Executive Report

The executive report was given by Tor Karlsvalt, the chancellor. He reported on the success of the Oktoberfest events, especially the big event with Joa, Grace and Noma that had 47 attendees and raised almost $L4K in tips. He also announced the upcoming flotilla event on October 21, 2023, which will start from LA beach, sail into Amiais and Etopia, and finish back at LA harbor. Mandry will DJ the flotilla and the party at Il Magazzino. He also showed a map of the current landmass with the water connection to the west. Rosie Gray added that there are boat rezzing facilities at LA beach and Oikoumeni Boundless for the flotilla participants.

The chairperson, Almut Brunswick, presented Tor Karlsvalt with the Order of Anzere, a prestigious award for his contributions to the CDS. The other members congratulated him and joked about the contents of the envelope. Tor Karlsvalt also received a request from Sandy Burgess to put the flotilla event in the calendar, which Jerry McNally confirmed was already done. Moon Adamant also congratulated Tor Karlsvalt.

3 Old Business

3.1 Voting about the new Guild Act to replace the current LUC Act: Status Report

The old business item was the voting on the new Guild Act to replace the current LUC Act. The chairperson, Almut Brunswick, stated that the draft of the Guild Act was posted on the forum and received no comments or objections. She proposed to vote on it today and Sandy Burgess seconded the motion. The motion to enact the Guild Act and retire the LUC Act was approved unanimously by Rosie Gray, Sandy Burgess, Jerry McNally, and Almut Brunswick. The chairperson congratulated the Artisan Guild and suggested that they meet soon to adjust their charter. Jerry McNally joked about the new transport system and Almut Brunswick revealed that she was working on her own train system. Sandy Burgess said that she would work on the transport system again after being inactive over the summer.

4 Citizen Concerns

The chairperson, Almut Brunswick, asked if there were any citizen concerns. Tor Karlsvalt joked that they needed better donuts. Sandy Burgess raised a question as a citizen about the renewal of the LA Covenant and the possibility of removing the prohibition of subletting. Moon Adamant agreed that the LA Covenant needed some revision. Rosie Gray clarified that the previous discussion was only for the Equestrian Centre, not for private citizens. She also explained that the Equestrian Centre was set up by the Treasurer to make use of an unused parcel and that the tier goes directly to the treasury. Tor Karlsvalt said that he was in favor of allowing subletting in certain areas, such as the harbor, and that he also thought that the harbor needed a reconfiguration. Moon Adamant concurred with him after testing the mooring. Almut Brunswick admitted that she had no clue about land matters and encouraged those who knew more to prepare an act draft. Rosie Gray proposed to add it to the next agenda to discuss fully.

Tor Karlsvalt raised the issue of the definition of a citizen. He said that he had received requests from some citizens to add their partners as citizens. Almut Brunswick, Rosie Gray, and Jerry McNally pointed out that the citizenship criteria were clear and that being a partner of a citizen was not enough. They also referred to the Guide for New Citizens and the Group Registration Process. Moon Adamant suggested that the RA could make a statement of clarification, as doubts had arisen lately. Sandy Burgess asked about the group membership and whether it was possible to rent one parcel and have more than one tierbox. The discussion on the citizenship criteria continued, with Rosie Gray explaining the group membership process and how couples can share prims and still be citizens. Almut Brunswick proposed to add a FAQ section to the New Citizen’s Guide to cover these questions, and Tor Karlsvalt and Jerry McNally agreed. Tor Karlsvalt also said that he needed to verify with Sudane that the scanner picks up citizens who have put their parcels into a group.

Moon Adamant raised another concern about the LA Covenant. She said that it needed some revision, especially for the To Limani quarter. Almut Brunswick encouraged those who knew more about land policy to draft an act, but Rosie Gray corrected her that it was not an act, but a covenant. She also said that it was the job of the LUC, and now the Guild, to draft a covenant for the RA to consider. Moon Adamant pointed out that the responsibility for the covenants was still the RA’s, but they could ask for expert advice. The discussion on the LA Covenant continued, with Almut Brunswick suggesting a public joint meeting of the Artisan Guild and the RA to draft a new covenant. Rosie Gray preferred that the Guild should meet and discuss it first, and then make a proposal for the RA to consider. Tor Karlsvalt said that the RA would just name a leader of the commission, which could be the Guild Master. Moon Adamant said that the RA could ask the Guild and nominate one RA member to be at the Guild discussion. Sandy Burgess and Almut Brunswick noted that neither the LUC nor the Guild had met for a long time. Rosie Gray also reminded Tor Karlsvalt that the covenants were a specific job of the LUC, and now the Guild.

7 Next RA Meeting

The next RA meeting date was proposed as Saturday, October 28, 2023, 10 AM SLT, but Rosie Gray suggested to change it to November 4, 2023, as there was an event on October 28. The other members agreed and the meeting date was set as November 4, 10:00 AM SLT.

8 Adjourn

The chairperson, Almut Brunswick, declared the meeting adjourned and thanked everyone for being here. She also invited them to the Oktoberfest Ball. The meeting was concluded at 11:17.
