We have now reached the point that, even were we to come to agreement on this, we cannot implement ahead of this month's election. I suggest we table this for the next RA.

I agree. IMO, this is a good proposal and is based on sound principles -- but election rules should be debated and modified at the start of an RA term -- as far from an election as possible -- rather than at the end of one on the eve of an election.
