I am from a state (Virginia) that has term limits on our governorship, and many people don't really like it. Our most effective governors have to move on, and positive momentum is often lost after their four-year term.[/quote:11tpzglt]

Having been a resident of Virginia myself (go Hokies!) for a few years, I rather like this other idea in Virginia of ``citizen legislators''. Where politicians are presumed to have day jobs, and are politicians only part-time... kind of analogous to our SL situation.[/quote:11tpzglt]

Yes I like that too, but that's separate from the issue of term limits. State legislators have a small window of time when they must be in Richmond, but they do not have term limits[/url:11tpzglt]. Just the governor.

Yeah, I didnt mean to equate it with term limits... just wanted to highlight another quirk of Virginia's political system.

What are CARE's term limits? Are they based on terms served or times standing as a candidate?

I believe it is 2 terms served in the RA - you then have to sit out 1 term before running again.

When I was living in California - the term limits worked rather well. Jerry Brown ended up Mayor of Oakland and reduced crime significantly - and a lot of high up officials ended up running other offices so it worked out pretty well.

So it is a set of tradeoffs, to be sure.

I have always been opposed to mandatory term limits iRL. My reasons apply equally to SL.

First, in a democracy, there are already term limits. Candidates have to run for reelection, and their terms are limited only to those terms in which a majority (or appropriate plurality) of the voters support them. If a politician should be limited -- he can be, simply by not being reelected.

Term limits restrict the voters, not the politicians. I can't help but think that motto of people who support term limits must be, "help -- stop me before I vote again."

If a person is doing such a good job that he can be reelected time and time again, why not let him keep doing that job. If a person is doing a bad job -- make that clear, convince the voters, and vote him out.

Beathan

Let's keep things simple enough to be fair, substantive enough to be effective, and insightful enough to be good.

The Relevant Extracts of the CARE Constitution are as follows:

[quote:2jsdm41k]5.3 Officers: CARE shall be led by three Co-Chairs (Consuls).

...

5.5 Selection: consuls running for specific consular positions shall be selected by a majority of CARE members at its yearly Convention (Senate) Meeting. All consuls must be CARE Activists (CDS Citizens). [b:2jsdm41k]Consuls cannot hold more than two consecutive one-year mandates[/b:2jsdm41k].

...

5.8 Elections: CARE shall field candidates (who must be CARE Activists/CDS Citizens belonging to the CARE Faction) for the positions of Chancellor of the CDS and Representative Assembly Members. Such candidates shall be selected by majority vote of all CDS Activists (CDS Citizens belonging to the CARE Faction) at their yearly Senate Meetings and commit to run in two consecutive elections. [b:2jsdm41k]Elected candidates cannot hold their CDS positions for longer than two consecutive terms of office[/b:2jsdm41k].[/quote:2jsdm41k]

Not that this may matter, but I want to quote something for all of you to read:
[quote:yruaap3g]The Guild will be a community chartered voluntary organization. All projects that involve the expenditure of public funds must be approved by the CDS government.
[/quote:yruaap3g]

Just to make things even clearer, [quote:yruaap3g]Every six months the administrative board will elect a secretary who will organize and chair meetings and serve as a spokesperson for the Guild. [/quote:yruaap3g]

Since we are all voluntary, don't really control anything, and just exist to help the CDS grow, why would it really matter who is our spokesperson? The Guild has no power, it can't do anything. Even sim designs and timetables have to be approved by the RA to be acted on. Read the Guild charter, it spells out what the Guild does and the lack of power it really has.
Jon, Beathan - you are all so hilarious! It's true though- if you two have the characters required of CDS RA members, I don't belong anywhere near any public office in this community.[/quote:2jctpoy5]

Does that mean you are dropping out of the Chancellor race?
