Presentation of CARE's draft Referendum Act

Citizens are entitled to pronounce themelves on major policy decisons and proposed constitutional amendments in the CDS, or on any other matters where a sufficient number of individuals express their desire to make their voices heard by means of such a vote.

Introucing a Referendum Act would thus increase citizen participation, democratic control, openness and accuntability of our system of governance, thus rendering it more legitimate and more adaptable to the wishes of its inhabitants.

Claude's post is heavily referenced and I think it's a healthy step. I'm not sure we can get enough citizen's interested in referrendum voting, but that does *not* mean it shouldn't be available.

I leave it to the RA to hash out some of the details.
