It will be discussed on Thursday at our regular weekly CSDF meeting at 3pm in The Red House on the Lowland Road, (Neufreistadt 123, 33). I am posting it here so that others have a chance to comment.

In light of this proposal, CARE will consider, at its meeting, withdrawing its own [u:3l9r2mj7]Media and Information Act[/u:3l9r2mj7] and supporting the CSDF Bill in full, as drafted on the CSDF page linked to above.
For those interested, the draft CARE Bill is as follows:
[b:3l9r2mj7]1. The CDS Website, Forums, Wicki, Colonia Nova Blog and any other current or future web-based tools so designated or approved by the RA shall be considered as part of the CDS Information and Communication Network (hereinafter "the CDS ICN").
2. The responsibility for administering and maintaining the CDS ICN lies with the Executive Branch, and in particular with the CDS Public Information Officer ("the PIO").
3. The RA hereby mandates the PIO to develop a coherent plan for consolidating, rationalising, and connecting the CDS ICN and all its indvidual elements -including a draft budget of the yearly costs associated therewith.
4. The RA authorises the PIO to enter into exploratory discussions with the current legal owners of the various elements of the CDS ICN regarding the transfer of the latter and of all rights related thereto into CDS ownership.
5. The PIO shall prepare a written draft report in this matter, including suggested legislative proposals (if any) and submit it to the RA for consideration no later than 1 September 2007.
6. The RA shall consider the PIO Report within 2 weeks of receipt of the report. It shall draft and vote on legislation on this matter no later than one calendar month after receipt of the PIO Report and in no case later than 1 October 2007.[/b:3l9r2mj7]

Following discussion at our meeting last night, the Web Portal Bill has been amended to read:

1. The CDS Website, Forums, Wiki, Colonia Nova Blog and any other current or future web-based tools so designated or approved by the RA shall be consolidated into a new CDS Web Portal.
2. The responsibility for administering and maintaining the CDS Web Portal lies with the Executive Branch, and in particular with the CDS Public Information Officer ("the PIO"). The Executive will appoint a system administrator for the new site.
3. The new web portal will based on an open-source content management system (such as Drupal or Plone) and will allow each branch of government to determine the content of their section of the new site.
4. The RA hereby mandates the PIO to develop a coherent plan for consolidating, rationalising, and connecting the CDS Web Portal and all its individual elements -including a development plan, hosting options, and a draft budget of initial and yearly costs.
5. The RA authorizes the PIO to enter into exploratory discussions with the current legal owners of the various elements of the CDS Web Portal regarding the transfer of the latter and of all rights related thereto into CDS ownership.
6. The PIO shall prepare a report on this matter, including suggested legislative proposals (if any) and submit it to the RA for consideration no later than 1 September 2007.
7. In the absence of a PIO, the responsibility for taking this forward rests with the Chancellor.
8. The RA shall consider the report within 2 weeks of receipt of the report. It shall draft and vote on legislation on this matter no later than one calendar month after receipt of the report and in no case later than 1 October 2007.

I support this bill as it reads currently. The government, and the Executive specifically, should be responsible for presenting a unified, coherent web portal for both residents and visitors alike.
However, depending on how long it takes for this to pass, I would suggest that the deadlines be revised to "1 month from the date of passage" or whatnot, to permit for the instance that the bill is not voted on at the next meeting.

I also support it. I've long said that I would be more than happy to either transfer the wiki to CDS hands, or continue to administrate it officially in exchange for the CDS paying for the webspace. (As I use the webspace for online storage of incidental things such as pictures and videos streamed into Suffugium, I'd consider the use of the excess space in this manner to be my 'payment', in such a case.)

Webportal Bill
I have heard that the Webportal Bill was voted. It is very good. Now we have to developp it. The Bill is clear about the management of its developpment. Anyway I think that all citizen have to be integrated in the reflexion, in the conception of this Webportal. A good CDS webportal is a webportal made by citizen for citizen (remember: Web 2.0). I suggest that before to build it, we make a deep reflexion. A commission would be a good way to learn more about the exceptations of the citizen. I am very interested in this project and I would be ready to take part to the reflections about it. In the CDS, we are several people with a great experience in this field. Building a Webportal is a collaborative work and I am ready to give inputs and to collaborate.
