Here is a new version of the list, incorporating everyone's suggestions. Thanks for providing them! I've gone through and marked each item with a letter indicating the expected frequency of each request. Note that the letters are not a comment on importance, just a rough estimate of how often these are likely to be the goal of a site visitor. These are just my subjective appraisals, so please answer this post if you disagree. The letters are:
H - Expected to be very common
M - Expected to be common, but not as common as H
L - Not as common as H or L
The idea is to design a site structure that allows immediate results to people looking for H information, convenient access to M, and reasonable access to L. This will allow us to design the site so that, say a tourist, need not have to go through more specialized menu items to find a map or a summary of CDS history.
When we design the actual site structure, each category and every item will likely have its own URL and web page, so once you have found what you are looking for, you should be able to bookmark and jump right to that page. (Also RSS feeds for those who want automatic notifications of new information.) So the main concern is for people navigating from the top.

- A person looking for more information on the CDS in general. (H)
- Someone visiting the CDS and looking for maps and tourist information. (H)
- A person looking for the time and place of a meeting or event. (H)
- A person looking for current news items. (M)
- A citizen looking to submit a meeting announcement or news item. (M)
Directory
- Someone who wants to find out more about a CDS NGO, or other group. (M)
- Someone who wants to find out more about a CDS-based business. (M)
- Citizens who want to chat with/IM others but not in SL. (M)
- Citizens who are looking for contact information about current and former citizens. (M)
- A citizen who wants to form a new CDS group or organization and wants to find additional citizens who may be interested. (L)
Land
- A person who wants to find out what land parcels are available and how much they cost. (H)
- A person who had decided to buy land, and now needs to find out how to navigate the procedure to do so. (M)

- Someone who wants to register/dissolve a company under the applicable registration and incorporation act (M)

Law and Covenants (that is application of law, not creation)
- Someone looking for a summary of how the CDS executive branch, and legal systems work. (H)
- Someone who wants to requests space for an event, party, or other things requiring Chancellor approval. (H)
- A citizen who wants to apply for a variance to a covenant, or ask for guidance on new construction. (M)
- Someone who wants to find out if a particular construction project is covered by a covenant variance. (L)
- Someone who wants to know how to petition or bring a case to the SC. (L)
Legislative
- A citizen who wants to vote, or information on how to participate in an election. (H)
- Someone looking for a summary of how the CDS legislative process works. (H)
- A citizen looking for a voter's guide. (H)
- A citizen looking to comment on, propose, or debate legislation. (M)
