Elsewhere on these forums, I have indicated that I would call for the RA to reject the current Citizenship Report because it is inadequate. In light of the SC analysis, I have decided not to do so.
The Citizen Report is badly done. As pointed out by Pat, it presents false conclusions -- presenting as a "majority" position a position that has little support, but which happens to have the support of the drafter of the report. As pointed out by Sleazy, the report lacks critical information which prevents it from being used for its purpose by members of the RA.
However, as pointed out by the SC, all the information the RA needs to decide is available on these forums. I believe that it is the duty of the members of the RA to review these forums and come to grips with the issues on which we will vote. All the information we need to vote on citizenship is here.
Unfortunately, the Commission was intended to reduce the workload of the RA members by consolidating the information into an impartial but complete summary of the discussion which could be used by the RA in lieu of the forums. That did not happen. As a result, the RA members are again forced to do substantial work reading and rereading these forums to discover for themselves information that should have been presented in the report. This is wasteful -- but it is the way RA business is usually done in the absence of a Commission and a report.
Therefore, while I will not ask RA members to reject the report -- I will request that my fellow RA members ignore the report as a report (treating it as what it is -- a personal position statement by Bromo). This will require that the RA members come to their own conclusions by reading the posts and transcripts in these forums. There is nothing unusual in that.
