Personally I would prefer a CDS where individual members have a generally high level of committment to the community, but Michel's vision of much wider and looser democratic structure is an interesting alternative.

Michel has always backed a looser set of institutions under a single powerful leader. If you go back to the last election, he consistently backed making the chancellor a far more powerful position and at the same time weakening other institutions.

Just as a note of history, the DPU and the SP also supported this legislation. So saying that it was just him supporting it not correct.

ETA: If you really want to look at it, it could be argued that the majority of people wanted it even. It was just not able to get a the super majority needed to change the constitution. After that narrow defeat (a single vote!) it is dropped. There was no effort to even try to salvage anything with it.

As much as I had reservations about your bill, DNate, that was not that main thing I was referring to here. Other proposals would have weakened the RA, put limits on freedom of speech and participation, etc. I was not under impression that you supported those parts of the CARE program.

To set the record straight, the SP, to their credit, only supported your bill after it has been revised to include much stronger checks. At no time did you support an unelected leader for life (Cheif Justice, Khalifah), and I really doubt the DPU or SP would have gone for such a proposal.

I think the CDS needs a strong-man leader like it needs a hole in the head, but I do make a distinction between an elected leader with some checks on power (not a great idea, but acceptable), as you have proposed, and a unelected leader.
