By RA request, we must also discuss a possible ETA for the delivery of the new sim plan.
-Building Approval Commitee - discussion of sketch of rules and procedures
I suppose point two (yesterday's RA requests - which alas I do not see transcripted) is tightly connected with "masterplan workgroup organization". I suggest the following steps:
1- formalize RA's specifications and requirements for the new Sim plan (Moon??)
2- prepare CN actual situation map
3- general regulations draft for new Sim buildings
After this step we could formally get it approved from RA and kick off an open competition for the new Sim plan, open to either organized or individual CDS volunteers and to all residents (maybe with a little advertising and a little prize for the winner? can we ask for a budget to RA?). The guild could ask for:
1-a short report on the "project concept"
2- a general plan proposal (map and maquette) which obviously should respect RA's spec. and req.
3- a scaled prototype (plan and maquette) for three main building typologies.
How does it sound?

There is, in fact, a provision for just such a competition in the New Guild Charter. (see http://forums.slcds.info/viewtopic.php?f=25&t=1091 section 4. Sim Development and Public Review Process.) I think that people have been assuming that the competition approach is needed just in case of a new theme -- but it was never intended to be a theme selection mechanism, rather it is one for selecting between designs.
Also I do have the software for the voting process and it can be used again. On the other hand the process can take a few weeks to complete.

Just to warn you that i am expecting that the RA delivers us a formal document for specs, the discussion of which will obviously be one of the points of the agenda.
The CDS is in great need of promotional objects, gadgets, textures. We need them to present the CDS on an inspiring manner at our info hubs, possible consulates and SL events. I think that the Guild is the best place to ask for creative solutions and request you to put a 'CDS Information Centre' in your agenda.
If we can ever get beyond the issues of procedure and who does what, could we have a chat or presentation about textures, texture/content theft and how we go about avoiding that? I've just learned that textures in my building, though acquired by the builder legally, were acquired by the seller illegally. I suspect others will find themselves in similar situations. It would appear that the safest way to avoid this would be to create our own textures, which i believe is the standard used by the Guild on its builds. I'd like to hear what you all have to say about the issues.

Moon is absolutely right that the RA owes the Guild a clear and detailed list of whatever constraints the RA has imposed on the new sim(s). I am trying to pull that together, with horrid results so far. The 2 March RA transcript is, well, dense.
