[17:13] Moon Adamant: our proposals run in the sense of teh empowerment of the Civil Society
[17:14] Moon Adamant: for that, we propose that citizens can espontaneously form groups and associations, and by them participate in the governemnt process

[17:20] Moon Adamant: that means that you join at apprentice level - and your ascension inside teh Guild depends on teh levels above you, namely the master level
