CDS Code ported to portal

With great help from Brian and Alex, the move of the CDS Code to the CDS portal is now complete. Click on "Government", then "Code of Laws" in the right hand navigation, or go directly to http://portal.slcds.info/index.php?id=42.

There is also a new feature: an unofficial indexto the CDS Code in force by subject matter. Happy statutory reading, all.

Thanks again for Publius for this great, helpful work.
As feedback, it seems to me that bills ought to be permitted more than one index word.
Thus I'd respectfully suggest also indexing:
NL 4-14 under Commerce
NL 4-25 under Elections
NL 8-1 under Commerce
NL 5-5 under Government
