Legislative agenda and priorities for the RA

As several have pointed out, there are many proposals floating about as to where the city should go next. There's a natural question as to "what comes first?"

Expansion is one thing we all agree on. However, I see it as not requiring a great deal of direct attention from the RA. Most of the detail work for this is in the hands of the Sim Planning Committee and its working groups, and the role of the RA will most likely be to approve the plans developed by the SPC and authorize the actual purchase.

One of the tasks being addressed by the SPC is the development of contract templates for city purchased works. These are being designed broadly to be usable not only during the CN build process but also for other public projects.

By now you're asking, "When are you going to get on with it and tell us what you think is important?" I believe the foremost legislative priority ought to be the creation of a functioning executive branch, close behind is agreeing on a model for the division of authority between the local and central level.

Of course these are probably the two most complex issues facing us at the moment, and the ones on which there is the most pointed disagreement. Nevertheless they are the decisions which will most clearly shape our future. No doubt the debate will be vigorous. I hope it will also be constructive.

I encourage my distintinguished colleagues from the CSDF to come to the table with their list of legislative priorities, so the discussion can begin.
