Types of Land Ownership

Post by Sonja Strom »

This is a thread about different types of land ownership: Individual, Group, NGO, Government, and Public.
It can include the meaning of these and differences between them, as well as which type of properties could fall into which category and why.

As such, this discussion is related to what is:
- Private Ownership (for example this thread: http://forums.slcds.info/viewtopic.php?f=1&t=356)
- NGO Ownership (for example this thread: http://forums.slcds.info/viewtopic.php?f=20&t=2068)
- Government Ownership (for example this thread: http://forums.slcds.info/viewtopic.php?f=8&t=2054)
- Public Ownership (for example this thread: http://forums.slcds.info/viewtopic.php?f=8&t=54)

Specific properties I can think of that this discussion could include are:
The Schloss (threads for which can be found here: http://forums.slcds.info/viewtopic.php?f=8&t=70 and here: http://forums.slcds.info/viewtopic.php?f=8&t=2056)
The Kirche in Neufreistadt
The Temples in Colonia Nova and Locus Amoenus
The Monastery (threads for which can be found here: http://forums.slcds.info/viewtopic.php?f=8&t=2069 and here: http://forums.slcds.info/viewtopic.php?f=8&t=1334)
The School in Neufreistadt
The Ampitheater in Colonia Nova

One thing I would like to know is, how much are the citizens subsidising the Schloss? How much does it cost in monthly land fees, and how many prims does it use?

Wandering over to the Schloss, it appears that it sits on a parcel of 1856 sq m and uses 585 prims.

Thanks, Justice!

Maybe an NGO could take over the Schloss, or it could go into private ownership :?:

Public versus Government

Post by Sonja Strom »

In thinking about this issue, I am wondering if there is a difference between Public Ownership (for example, the Marktplatz and Football Field in Neufreistadt, as well as our Roads) and Government Ownership (for example, the Rathaus in Neufreistadt and the Praetorium in Colonia Nova). Is Public Ownership the same as Government Ownership, or are they different?

I would suggest the difference is "Public" lands are for general use, whereas government lands have a specific and defined use. The Rathaus is our 'town hall', but the Marktplatz and field are for anyone to use for any non-destructive reason.

Thanks Aliasi. That makes a lot of sense - Public Land is for the entire community, where Government Land is for governmental administration purposes.

I also have another thought, or open question: I wonder if it would be beneficial for the CDS to establish a standard for payment of tier (or not) on land owned by NGOs. Should the NGO monthly rate be the same as it is for private landowners?

I think my own answer to this question would be that it would be good to have a standard NGO rate, and this rate should be lower than the standard rate for a private landowner. However, this would only apply to officially recorded NGOs approved by the RA.

Another related question I find of interest was brought up recently at an RA meeting by Justice Soothsayer: would we be better off giving a subsidy to commercial property to encourage business, or charging more for commercial plots on the grounds they take up more resources? Or should all privately owned land have the same fees?

I think my own answer to this question would be that all privately owned land in the CDS should pay the same rate, no matter how it is used.

Thanks Sonja for this precious survey, as usual you are able to sum up very clearly key informations. As for:

would we be better off giving a subsidy to commercial property to encourage business, or charging more for commercial plots on the grounds they take up more resources? Or should all privately owned land have the same fees?

Well, as i said many times it is vital for Cds to have MORE business activities located in our territory and to diversify CDS incomes. I think this goes through two steps:
1) in short term we need to encourage commercial activities (for sure not charging more, maybe subsiding a little, and having an open policy for commercial space enlargement(s) - tiny shops do not encourage customers-)
2) in mid - long term, as we achieve more success, we could charge some, but i would suggest to charge on sales rather than on prims or sqm (a 5% of sales to raise a special fund in Cds budget could be fine)
