Reviewing Article VI of the constitution

I've been re-reading certain parts of the constitution recently, and it seems to me article VI needs a little reworking.

I think the original aim of this section was 1) to reduce drama, and 2) to deter large landholders from using their land as a leverage.

However, this section has not stopped people from making departure ultimatums anyway, and the city has proven extremely reluctant to act on violations to this section..

As a tool to deter drama, I think we've seen that this section has proven useless. :-)

Suggestion: remove section 3 entirely.

"leaving the group or removing land tiers" doesnt make much sense anymore in our current situation. Plus we *have* revoked citizenship without a hearing for non-payment of land fees.

Suggestion, amend to:

"Citizenship may be revoked for violation of city laws or covenants, failure to uphold the constitution, or non payment of land fees."

Thoughts?
