I'm pleased to see Jamie's news - coming under budget isn't so good in a way (because it implies we could have done more) but it's certainly preferable to being OVER budget. 
Also, I'm amazed we're almost at capacity again - how long until yet another sim, at this rate?
Just to reinforce Aliasi's observation, and to bring the chant for a new sim a little louder, I want to jump in here and remind the community of a couple of things...
--September 20 marks the FIFTH consecutive year of CDS as an independent democracy....that Oktoberfest starts on September 19 (through October 4 if you are marking your calendars) and if we want to do anything similar to the last two years (and really, don't we want BIGGER for the 5th bday?) we...need... prims....
That's all for now. But do look around and see where YOU would want to buy if you wanted land in CDS today... and see how hard it is to get! NFS is sold out except for a few repossessed parcels, most tied up with the commercial bidding. AM is sold out. LA has one privately offered parcel and one CDS owned parcel which isn't the best for building, CN will have 4 in the bidding system and two others...Not much to show potential buyers!
On another note... you'll see in Jamie's report a desire on our part to bring more the citizens into the planning of events in the sims.... so if you have something you want to do, whether it is a musician or celebration, please talk to me and i'll help in any way i can to make it successful. Each sim has venues that can be used with some notice for just about anything...you all are creative... Let's spend our event money!
