In smaller, local forms of gov't, you usually have reports from your executives, administrators, committees, etc.
The Guild and SC should have a standing spot on the RA agenda to give a report, even if it's to say that nothing's happened. The SPC should also have one, even if it's just for Moon to state that the planning is going well and to look at the transcripts for details.
This allows them to give a heads up to the RA and citizens of the status of things, or problems encountered. You don't need to have an RA action, just a listening to.
