I'm pleased to confirm that Rose, a longtime CDS citizen and active contributor who has served CDS for four terms now, as PIO, and as our font of events creativity, has accepted an expanded appointment as Deputy Chancellor with specific responsibility for citizen & land development.
This appointment was discussed with our RA in several meetings, and will surprise no-one who knows CDS. Rise has been an unparalleled PIO,
promoter and instigator of CDS events, and a tireless promoter of new citizens.
As discussed with the RA, late last term, this will simply be an expansion of her current co-PIO role. Rose will continue to report to me, and will continue to serve as our primary resource for in-world CDS events, but in more a coordinating role, as we start to benefit from our plans for devolution to regional cultural commissions. In addition, she also will take over primary responsibility for new sales of CDS-owned land, and programs to attract new residents (two closely related key goals for CDS).
Our events coordination work is starting to convert to facilitation, by CDS officers, of self-initiated events by groups and individual CDS artists. Rose will continue in her successful role facilitating this activity, and will continue to have supervise one CDS events coordinator in the currently stipended position. However, as CDS expands its events program, we expect her work to be more of a coordination, training and assistance role, and not so much the person on the spot running a program.
In her new land and development role, Rose takes over from our Treasurer and EO Sudane Erato the job of owning and "brokering"
CDS-owned land for sale. This will allow her to more effectively place new citizens; and monitor and improve our maturing land sales
and tracking systems.
Enforcement of covenants, ownership rules and (with Sudane) payment and eviction matters remains with me as Chancellor. I also will retain supervision over our (other, now single) PIO position, which is not filled yet, and we hope to announce more about that soon.
For clarity, let me just mention the CDS-law issues here: Rose's position continues to be a civil servant job within the meaning of CDS law, and will (as with all such positions) turn over with each executive branch term. Its continuation after this term will be up to the next Chancellor; and this job does not have any succession relationship to the Chancellor's position, which if vacant is filled by the RA under already-established CDS laws.
