April 30 Deadline for announcing your candidacy for RA

Post by Delia Lake »

Once again we citizens of the CDS are holding an election of Representatives to our Representative Assembly. It is a privilege that those of us who live in RL democracies, and in the SL CDS cherish. Over the years many of our good neighbors have offered their services to our community providing us all with a responsible, stable government. Each RA Term is for approximately 6 months duration. In the past, it was required that candidates for RA be a member of a Faction. This is no longer the case. Although citizens may be Faction members if they wish, the candidate and election process is now open to any citizen who wishes to put himself or herself forth.

If you are a citizen in good standing (i.e. not in arrears in monthly payments) and would like to stand for election for the 13th term of the RA, please declare your candidacy by notecard (not IM as they may be capped) to Delia Lake, SC Dean, not later than midnight SLT, April 30. You are also encouraged to post your announcement in this Forum. Candidates are also encouraged to host gatherings where they can present their views and reasons for running to interested citizenry previous to the opening of the Polls.

The Polls will open on May 15, and the 13th RA is scheduled to take office on June 1.

From the Constitution
Article I - The Representative Branch
Section 1 - The Representative Assembly
The Representative Assembly (RA) is a body of democratically elected legislators which represent the views of CDS citizens. Its governmental role is to pass laws and its service role is to promote the city and perform long-term planning.

Section 2 - The Representative Assembly Body
Representative seats are chosen by popular election, from among those candidates who qualify under the rules set forth here. Any citizen who is eligible to vote, at the time of nomination, may become a candidate by declaring themselves by a message to the Dean of the Scientific Council, within the time set by the Scientific Council for such nominations.
The number of representative seats in the RA is equal to the odd whole number nearest to 10% of the population, rounded down, with a minimum of five seats and a maximum of forty seats.
In each RA election, voters shall select from among the candidates using Single Transferable Voting (a ranked voting method).
Vacancies in RA positions will be filled by by-election administered on a schedule set by the Scientific Council consistent with other applicable CDS law.
The Representative Assembly shall serve for a term of six months. New RAs shall take office on 1 December* and 1 June.* Elections shall be held over a 168 hour period beginning at noon SLT on the Saturday before the 16th of the month prior to the new RAs taking office. In the event of a server outage which prevents citizens from casting ballots and which lasts more than 12 hours, the Dean of the SC has the authority to adjust or extend the election schedule.
* Dates recently changed by RA, and these take effect after the next general election. The first RA elections where candidates are not required to be a member of any faction will be for the term starting June 1, 2010.

In one of the least surprising notices to appear on this forum, I'm in :)

However - while I was considering running, I came up against the constitutional provision on campaigning, which I found quite shocking. For example, it seems to prohibit exactly the sort of normal and laudable outreach that Delia is recommending here.

In the Legislative forum, I've proposed a constitutional amendment that would assert the primacy of free speech and assembly in conjunction with elections, subject only to a ban on spamming and other violations of privacy and public peace.

I hope the RA will take the matter up, to clarify the rules and clearly assert fundamental democratic values.

Dear Delia,

Can you please consider this as my application for a seat on the Representatives Assembly for its 13th term?

As you know, I am a member of the Democratic Pragmatist Union and so would be glad to see DPU appended by my name in any appropriate place.

Regards,

Pip Torok

ok, i'm in.

i never thought i could bring much to the RA. i always saw good things happening since i've been here, but now...

i see the RA forming as a group of 'those who bother to show up' rather than those who want the best for the nation, who work to stimulate growth and activity in our state.

i see i can no longer sit by, show up to some meetings and let the speed of the speech makers determine the pace and direction. there has been too much invested, too much at stake now, for me to trust the leadership i've seen so far.

at the beginning of this term there were the typical cheers of "this will be a great term!", and it could have been. there was talk of how much excitement, how much potential there was. we were on the brink of the greatest advancement in CDS since the beginning of the CDS. The CDS began as a great experiment in real democracy in a "virtual" world. i see this now as very much real in all the ways that matter, it's an investment of our humanity, our minds, beliefs, our emotions to explore a new frontier in human communities. This experiment has just met its' greatest challenge, and we are blowing it!
i say "we" because it's just as much my fault as a citizen, as it is that of the leadership that hasn't manifested the potential and meanwhile, let the rest of CDS fall into chaos and disparity. what a marvelous show of multi-tasking!

and i apologize for beginning my candidacy with accusations and attacks, but the greatest accomplishment i have seen from this leadership is motivating me to take action.

I also call on all those who share my sentiments, in any way. regardless of your past level of involvement, time in CDS as a resident, education, or understanding of the years of political history here. to achieve our potential now doesn't rely on knowing the transcripted minutia of past, but on your will to create prosperity now. if you were inspired to live here because of the unique culture and community, and you think you can help make it better, then you belong in the RA.
in democracy, leadership is only as "untouchable" and elitist as we let it be.

i am extremely excited to work for the CDS and AA and to join with everyone on the things that unite us and make us a model of virtual communities.

I have given careful thought to the options and opportunities facing the Confederation of Democratic Sims today. I am hopeful that the community can work together to find solutions that satisfy as many of the stakeholders as possible, and therefore am adding my name to the list of citizens standing for election to the 13th Representative Assembly.

Me too. But unlike the other "independents" I believe in the way Simplicity presented its colors. Rest assured whether as a member of a faction or as an independent, I have the interest of CDS as my guide. Not my personal advantage.

Thank you one and all for putting yourselves to represent your fellow CDS citizens in our Representative Assembly. We now have two weeks of campaigning before the polls open on May 15. There are many open issues of import to the citizenry this time. We of the SC ask that the candidates present their views on those issues to the public in fair and respectful manner in order to help the voters understand what those issues are and what positions you take regarding them.

I am running for a place in the representative assembly for the DPU faction. Although this message is quite late I succeeded to announce to Delia before the last possible date. Now I also succeeded in being accepted to write in the forum :-)
