I attended the SC meeting of August 1st 2011. Well at least the last part.
There was a "griefing" incident and while an Officer of the CDS has every right to eject and ban people who are disruptive, they do not have a right to use scripted weapons against them. Using scripted weapons outside of a combat sim is against the Linden TOS. I said in the meeting, "[16:36] Ranma Tardis: being against the TOS is an automatic violation of cds law".

All branches of the government are bound to serve the public before themselves and to uphold the Universal Declaration Of Human Rights, Founding Philosophy, Constitution, local laws, the SL ToS, and Community Standards without exception.
Rosie is thus obligated to follow the Linden TOS. The use of the scripted Tornado is a violation of the Linden TOS. If she wanted to simply get the attention of a problem person, there are tools that are approved and suitable for such. Thus by using the scripted Tornado, she not only broke the Linden TOS but the Constitution as well.
I have no "horses" in the CDS and follow the CDS as curiosity. Having been one of the founders of the CDS, I have been following the progress of the experiment that is still in progress.
