[14:11] Alexia Carnell: And what do they see? Dull empty plots like in the worst mainland. Let's say 10% of themcould be interested in becoming Cds "roman" citizens and landowners. It means we missed 50 potential new citizens in the last year.

I would urge everyone to review the system of the CDS Government and also the NG as part of that overall design. Neo-Greek semi-democracy (as I tend to call it) has never been stable in the real world. Pull together around a more thorough democracy with a more simple set of organizations, or the divisions and roughness may sink the ship of CDS state and we all loose ?

I’ve arrived safe and sound from my one week vacation/reunion and now I’m playing catch up with the forums and in-world. While the New Guild meeting was in progress I was stuck on an airplane 37,000 feet in the air. I have read the transcript of the meeting and will give my views and opinions herein.

First I’d like to thank josjoha, Guillaume, and Ceasar for stepping up and volunteering to run for the New Guild Chair. It is volunteers such as these that will help CDS continue to thrive in Second Life. I know there were a few terms where the New Guild wasn’t necessarily active so I look forward to it becoming active once again.

I was very happy to see that Alexia Carnell, owner of the Time Machine was able to attend the meeting and contribute some valuable insight into the discussion. I don’t know this to be fact but I feel I can safely assume she has the most active and successful business in the CDS, one that according to her attracts upwards of 50 people weekly into the CDS.

One of the first things Alexia brings to our attention is the situation we have in LA. “And what do they see? Dull empty plots like in the worst mainland.” I’ve brought this up in the past and I’ll bring it up again. In regards to empty plots that are available for purchase let’s invest in some prefab, theme specific builds to place on these lands. Keeping in line with the CDS covenants let’s place the appropriate number of trees or foliage on each parcel along with the build. This will accomplish a few things. First it makes use of empty and non-attractive land. Second it allows future citizens an idea of what types of builds are acceptable for that sim. Third when a new citizen purchases a parcel they can either keep the build and landscape on the land or they can return it to the CDS group. We can discuss whether we would require them to purchase the build if they wanted to keep it or if we allow them use of the build for free. By use of the build for free I mean that the ownership of the build belongs to CDS and while the citizen is paying tier they have use of the build without perms. We’re not giving them a free home but we are giving them free use of a home.

One other point of interest Alexia brings up is “low cost hi quality country residential buildings.” This tends to go alongside mine and others ideas of insula housing. Some of my fellow citizens can say that people in Second Life want large land plots with wide open spaces but I feel they’re not looking at the other side of the coin. Not everyone can afford large wide open spaces or don’t want it to begin with. I think NFS’s extremely low, almost non-existent vacancy rate is a testament to that fact. In Locus Amoenus we have an awesome opportunity due to the fact that we have double prim parcels. We could divide up quite a few parcels into 256sqm size with prims of 117 which as we know in NFS the lack of prims is its biggest negative. I am not partial to the type of build as I am to the size of the parcels for the builds.

In reference to regional committees for each sim I feel it is a good idea that has had some success in the past. The only true negative being the lack of volunteers needed to keep the committee’s up and running. Hopefully as we grow as a community we will have more volunteers willing to donate their time and efforts to the cause.

I would like to clarify a question and response that occurred in the meeting between Cleo and Sudane. Cleo asked Sudane “how much money a month do we lose in CDS with the land that is currently available in CN and NFS?” Cleo did clarify further down in the transcript she meant CN and LA, not NFS. Sudane’s response is an estimate of US$ 100 to 200 loss a month. Technically that is incorrect and I’ll explain why. The CDS is not losing US$ 100 to 200 a month. What we are currently experiencing with CN and LA is what I consider a lack of earning potential. A lack of earnings is not necessarily a loss it simply means that these two sims are not living up to their potential in regards to tier.

Currently we have 42 income producing plots in LA. Out of these 42 plots, 19 of them are currently owned by citizens and generating an income to the CDS. In simple terms we have 42 parcels capable of generating US$ 370.50 a month in income. The 19 parcels currently occupied are generating US$ 188.50. Obviously they are not living up to their true potential but they are not causing a loss in the CDS. Maintaining all our sims is a priority along with addressing the concerns of our less populated sims and bringing them up to their full potential.

Ceasar Xigalia has been elected as Chair of the New Guild and I feel his knowledge, talent, and experience will benefit the CDS in this position, having said that I would like to address a few issues that were raised leading up to his election. I am not going to cut and paste here but I do ask those reading this to take a quick glance at Mission Statement 1 and 4. Briefly (1) covers the organization, planning and execution of construction of content including territory and sim development and (4) is concerned with providing advice and services to the Chancellor and the RA for the planning, maintenance, and development of CDS regions.

Section 2 The Faculty Chapter 10. “The Faculty is led by the Chair, who serves for 6 months. The Chair is responsible for calling the Faculty meetings, set the agenda, and ask for reports from the departments.” In defense of Guillaume Mistwalker who was ready to stand and volunteer for the position of Chair of the New Guild, nowhere in the charter does it state the Chair must be a builder. The Chair is an organizer and an overseer of all things pertaining to the New Guild. He or she must have the ability to work well with others, delegate responsibilities and see not only the big picture but also the minute details and most importantly the desire and capability of getting things done. The Chair of the New Guild could have no experience in building at all but have the ability to surround themselves with people who are good at what they do and have an excellent term in office. I’d just like everyone to keep this in mind in the future, look at everything that is involved not just one particular piece of the puzzle.

There’s one more topic/issue I’d like to address that raised its ugly head once again in this meeting. Why does it seem when someone in this community steps up and volunteers ideas, services, or performing actual work their motives and intentions are questioned? In the past I’ve experienced this with my CDS Citizen/Owner List and my revamping of the accounting system used. Rosie experienced this with her proposal for a new kirche and now Guillaume’s feet are put to the fire for him taking the initiative in working on some ideas for building an insula. Unfortunately, one of the things I’ve learned while being a citizen in the CDS is that in many instances if a citizen wants to get something done they have to take the initiative to at least get the ball rolling.

On August 26th, after a couple of weeks doing research, I posted on the forum “Ideas for Locus Amoenus,” and out of 55+ citizens 6 individuals took time out of their lives to respond to my posting both for and against or I should say hesitant about my proposal along with contributing their own ideas to the discussion. Moonrise Azalee not only responded with some positive feedback she also contributed to the discussion with a basic layout of another type of low sqm housing that I turned into three different layouts.

At the New Guild meeting Guillaume was asked three questions pertaining to the building of an insula. The first was posed by Alexia and asked why Guill should build LA insula and not another builder in the CDS. The second and third posed by Arria being who decided to build an insula and how is it possible to build without permission. Currently any and all work in regards to an insula has been performed by citizens who have volunteered their ideas, time, and effort to benefit the CDS. For me personally I posted the topic in the forums and sent a group notice to all CDS group members making them aware of the posting in order to obtain as much feedback as possible.

Guill happened to step up and express his interest in contributing his efforts to the building of an insula. This is not an official action and obviously no permanent structure is allowed to be placed in-world without taking the proper procedures of presenting it to the Representative Assembly. I would hope that Guill wouldn’t be the only person willing to work on this project. Whether this proposal was tackled through the New Guild or by citizen initiative I would hope that all the builders that Alexia mentioned would contribute.

To answer Arria’s two questions of who decided to build the insula and how is it possible to build without permission I answer that no one has taken any official action because we are not allowed to take official action without the approval of the RA. A private citizen has simply taken an idea brought up by another private citizen and worked on some plans both on paper and in-world to make the idea a reality. Nothing is being “built” as an official action of the CDS government. I admit my blueprints for Moonlight’s idea that she presented in the forums are a work of art (ROFLMAO) seeing an actual building in-world and being able to walk around it and in and out of it is much better than trying to visualize it on paper.

I suggest we encourage our citizen’s creativity and not try to hinder it. Considering that no builds are brought into the CDS in a permanent manner until it has been approved by the RA what harm is there on a citizen working on his or her own ideas in-world. I offer two suggestions in this regard. Any citizen wanting to work on a build that is being worked on to benefit the CDS, with or without an “official” act of the RA needs to make the Chancellor aware of what they are doing. Also all work needs to be done above the 512 sqm altitude so visitors don’t see “works in progress.” Considering the fact that we currently don’t have a public sandbox I feel this would be a nice alternative for citizens who like to take the initiative and develop various ideas to benefit the CDS as a community.
