My personal feeling is that people should serve because they *want* to and feel they have something to offer - if only 5 stepup to bat, those 5 get a seat - if the poulace can't produce enough candidates, perhas it is saying '5 is enough for us'. I believe you accalim the 5 and immediately call a by-election - not start altering deadlines and writing in candidates
