Number of seats for the 17th RA

The following Act controls the number of seats in the RA, along with the method of calculation described in the Constitution.

NL 5-17 Census Scheduling Act

The number of seats in the RA shall be based upon the number of citizens as of the deadline for voting in the election that will elect that RA (per Article V).

and from the Constitution

The number of representative seats in the RA is equal to the odd whole number nearest to 10% of the population, rounded down, with a minimum of five seats and a maximum of forty seats.

The Citizen List based on the April 13th census shows 63 citizens eligible to vote, therefore the 17th RA will have 5 seats.

An additional number of citizens were given an extended period of time to qualify themselves to vote in this election, however we have no way of knowing if they intend to do so; therefore the calculation of the number of seats is based on NL 5-17, the Constitution and the Citizen List published on Saturday April 14th.

People often say that, in a democracy, decisions are made by a majority of the people. Of course, that is not true. Decisions are made by a majority of those who make themselves heard and who vote -- a very different thing.
